Pune, December 10, 2025: In a significant regulatory move, the Maharashtra government has made it mandatory for liquor shops to obtain a No-Objection Certificate (NOC) from the concerned housing society before relocating. The announcement was made by Deputy Chief Minister and Excise Minister Ajit Pawar during the Assembly session on Tuesday.

Responding to a query raised by Chinchwad MLA Shankar Jagtap, Pawar detailed the rules governing the relocation of retail foreign liquor (FL-2) and country liquor (CL-3) shops. He stated that the government has approved new guidelines requiring an NOC from registered housing societies for shifting any FL-2 or CL-3 licensed outlet.

Pawar clarified that if a shop is situated within a society’s premises, relocation will not be permitted without the society’s consent. The rule will now be strictly enforced across the state for both types of retail liquor licences.

The Deputy Chief Minister also informed the Assembly that two unauthorised liquor shops—one in Koliwada and another in Rahatani, Pimpri-Chinchwad—have been suspended. While one case is currently pending in court and action will be taken as per the High Court’s directions, the other shop had previously been fined ₹50,000, Pawar added.

The new guidelines aim to strengthen regulatory oversight and address long-standing concerns raised by residents regarding the location of liquor shops in residential areas.
