August 27, 2024, Pune, Maharashtra — A disturbing increase in rape and molestation cases involving minors in schools across Badlapur, Pune, and the wider Maharashtra region has prompted widespread concern about the effectiveness of the state’s child protection systems. These tragic events have highlighted significant flaws in the mechanisms designed to safeguard children, with recent data revealing a serious shortage of oversight and enforcement by state authorities.

Advocate Jatin S. Adhav, President of the People’s Welfare Association, has brought to light critical shortcomings within the State Labour Department through data obtained via the Right to Information (RTI) Act. The RTI responses, received on July 31, 2024, point to a systemic failure in monitoring and regulating establishments, which may have contributed to these tragic incidents.

According to the RTI data dated July 31, 2024, from the Pune Deputy Labour Commissioner’s office, there are 163,299 registered establishments in Pune city and 269,101 across Pune district. Despite this overwhelming number, there are only seven labour inspectors for Pune city and five for Pimpri Chinchwad, who are responsible for ensuring that these establishments comply with legal obligations, including those related to the safety and employment of staff in educational institutions.

The number of inspectors is alarmingly low, given their broad responsibilities, which include ensuring fair wages, benefits, and adherence to safety standards in schools, colleges, hospitals, and other establishments. The significant imbalance between the number of establishments and the inspectors overseeing them underscores a critical need for increased resources and support for the Labour Department.

Advocate Adhav has long been an advocate for stronger protective measures for vulnerable populations. His work in RTI activism and social causes has previously highlighted several areas in need of improvement, including issues revealed in the wake of the Ahmednagar hospital fire tragedy. With his extensive background in corporate legal affairs and his commitment to transparency, Adhav continues to push for reforms that will enhance public safety and welfare.

“The safety of our children must be our top priority,” Adhav emphasized. “By addressing these systemic issues and providing the Labour Department with the necessary resources and support, we can help prevent such tragedies. It is essential that regulations are not only established but also rigorously enforced to protect the welfare of all.”

The People’s Welfare Association has called for a collaborative effort to strengthen the existing systems, emphasizing that increasing the number of inspectors and enhancing their resources will be crucial in ensuring the safety of schools and other institutions. A thorough review of current practices is urged to implement meaningful reforms that will safeguard children and prevent future incidents.
