In an effort to alleviate the persistent traffic congestion plaguing Pune, the Pune Municipal Corporation (PMC) has announced a robust strategy, earmarking funds for the construction of eight new flyovers or grade separators alongside the development of 33 crucial missing link roads.

Municipal Commissioner Vikram Kumar unveiled these plans on Thursday as he presented the city’s budget for the fiscal year 2024-25, amounting to a staggering Rs 11,601 crore, representing a substantial increase of Rs 2,086 crore from the previous year. Despite this significant hike, Kumar assured citizens that there would be no corresponding increase in tax rates, aiming to ease the financial burden on residents.

“This budget reflects our commitment to enhancing the quality of life for Pune’s burgeoning population, estimated to reach 70 lakh,” remarked Kumar.

Among the key initiatives outlined in the budget is the expedited completion of the missing link roads project, with 33 roads slated for development within the year, as part of the broader Mission 15 aimed at providing top-notch road infrastructure throughout the city.

Kumar also provided updates on the much-anticipated Phase Two of the Pune Metro project, slated to commence this year, signaling a significant milestone in enhancing public transportation infrastructure. Additionally, the PMC is set to augment the Pune Mahanagar Parivahan Mahamandal Limited (PMPML) fleet with the introduction of new electric and compressed natural gas (CNG) buses, further bolstering the city’s sustainable transit options.

The list of proposed flyovers and grade separators includes strategic locations such as Vishrantwadi, Shastrinagar Chowk, Kharadi bypass, Sasanenagar railway line, Rangehills railway underpass, Thackeray Chowk in Yerawada, Ambedkar Chowk on Alandi road, and Ganeshkhind road, where four flyovers or grade separators are envisioned to alleviate traffic bottlenecks.

With these ambitious plans in motion, Pune residents can anticipate tangible improvements in the city’s traffic landscape, paving the way for smoother and more efficient commuting experiences in the years to come.

  •   Out of 141 zones planned for water supply in Pune city under 24*7 equal water supply project, currently 56 water supply zones have been completed and about 960 km long water channel has been completed and 1.45 lakh AMR smart water meters have been installed.
  •   Construction of 77 storage tanks, laying of 1800 km water channel and installation of 3.15 lakh water meters are included under the said scheme.
  •   50 Service Reservoirs (SR) have been completed under Amrit Mission of Union Government; besides 22 Service Reservoirs are under progress at various stages.
  •   Also, the works of civic facilities centers have been completed at 4 places in the city, and the works of pumping stations under 2 water treatment centers are in progress.
  •   In the financial year 2023-24, as of 15.01.2024, the amount of water bill for water supply through meters has been collected to the tune of Rs. 90.50 crores.
  •   In the year 2024-25, a total of 70 storage tanks have been commissioned by the end of March 2025, development of new distribution system of about 300 km length, installation of approximately 1 lakh new water meters and completion of all 141 zones has been targeted.
  •   DPR is being prepared for common water supply scheme in 34 newly incorporated villages in Pune city. In the first phase, Bavdhan Budruk (construction of 5 tanks and 35 km water line), Sus-Mahalunge (construction of 6 tanks and about 77 km pipeline development) will be done. It is planned to construct 13 tanks and develop about 450 km of water line at Lohegaon and Wagholi.

·        Sewage & Drainage

(Capital Provision Rs.917.78 Crore + Revenue Provision Rs.345.60 Crore = Rs.1263.38 Crore)

  •   As per Sewerage Master Plan 2017, around 80 km of sewers of various diameters are proposed to be laid in the year 2024-25.
  •   Under the 15th Finance Commission through the National Disaster Management Authority, funds will be available for the city of Pune under urban flood risk management along with the works of places prone to frequent floods in the city of Pune.
  •   The work of preparing a detailed project report on the laying of drainage lines in the 23 villages newly included in the Pune Municipal Authority is underway and the work of creating a network of sewers is proposed in the year 2024-25.

Pollution Control of Mula-Mutha River in Pune City under National River Conservation Scheme (JAICA)

  •   396 MLD at various 11 places in Pune city under JAICA project. A sewage treatment plant of installed capacity will be constructed, with 15 years of maintenance and repairs included. The works of the said sewage treatment plant are in progress.
  •   About 55 km long main sewers are being developed.
  •   After the completion of the work of the said project, it will help to reduce the pollution of Mula-Mutha river.
  •   The Central SCADA System, GIS, MIS included in the said project. The works will be done after completing the tender process regarding the system.

·        Solid Waste Management

(Capital Provision Rs.105.40 Crore + Revenue Provision Rs.817.52 Crore = Rs.922.92 Crore)

  •   Pune city ranked 10th nationally and 2nd in Maharashtra state in SS2023 with 5-star rating and ODF++ certification under GFC rating. The city of Pune has been honored by the Ministry of Housing and Urban Affairs of the Central Government.
  •   About 825 vehicles of various types are provided by Pune Municipal Corporation for collection and transportation of solid waste in Pune city. 257 of these garbage vehicles are being taken on lease and the said vehicles are of BS-6 pollution rating and the vehicles of the small bell category are running on CNG fuel. This will streamline the solid waste management and also help in pollution control.
  •   Purchased 10 electric vehicles on pilot basis for municipal solid waste transportation.
  •   About 20 lakhs of waste accumulated in waste depot at Uruli Devachi. Biomining / bio-remediation process has been done on tonnes of waste, thereby around 30 acres of land has been cleared of waste.
  •   Collection, transportation, processing and scientific disposal of daily generated waste in Pune city as well as rejects generated in projects, capping and biomining on old waste in Uruli Devachi, daily sweeping, transportation and processing of daily generated radar collection.
  •   Under Integrated Solid Waste Management (ISWM), the work of computer integration of all vehicles, waste projects, manpower of Solid Waste Management Department and Motor Vehicle Department has been undertaken. Also, a Command Control Center has been set up to monitor the day-to-day operations.
  •   With the joint effort of Pune Municipal Corporation and Pune Cantonment Board, the capacity of the existing 50 MT waste treatment plant at Pune Cantonment Board has been increased by 100 MT and the project is functioning at full capacity.
  •   Construction of 200 MTPD capacity mechanized waste transfer station with installation of modernized changeover system, 20 cu. m. capacity detachable container, vehicle mounted hook loader and compaction unit with hopper is in progress at Katraj Waste Transfer Centre.
  •   To promote recycling and circularity initiatives by citizens, PMC has established Resource Recycling Centers (RRCs) in each ward and linked recycling vendors.
  •  It is planned to set up the first innovative project in the country to produce green hydrogen from waste through Pune Municipal Corporation (at Ramtekdi with a capacity of 350 MT).
  •   The maintenance and repair work of the first phase (300 MT) of Waste to Energy project is going on.
  •   Wet Waste Processing Plant: Planning to demolish the existing closed/defunct biogas plant and set up wet waste project on DBOO basis at 4 locations in the city.
  •   Planning for various works related to solid waste management in newly included 23 villages as well as taking over the existing sites and setting up waste transfer center/waste processing plant there.
  •   A tender process has been implemented for using dry waste from the waste ramp for fuel in cement companies with a capacity of about 150 MT per day.
  •   Planning to increase the capacity of the 350 Mt capacity project to 500 Mt working in the Uruli Devachi Garbage Depot premises.
  •   Garden waste: At present, about 100 million tonnes of garden waste is being collected and transported and processed.
  •   RAMP Modernization: Planning to set up Mechanized Transfer Station at Katraj Transfer Centre

·        Health

(Revenue provision Rs 516.05 crore)

  •   96 Arogyavardhini Centers will be fully functional by acquiring space under the National Urban Health Mission.
  •   A new dog park is proposed at Katraj for pet dogs at Virangula center in Pune Municipal Corporation limits.
  •   Modernization/Renovation of Goat/Sheep Slaughterhouse under Smart Project will receive grant from World Bank.

Medical Education Trust Bharat Ratna Atal Bihari Vajpayee College and Hospital

  •   Student from Medical College, Maharashtra University of Health Sciences, Nashik Selection in Cricket Team, won first position in Quiz (Satara).
  •   First year result of medical college is good. (16 out of 100 students are in Merit).
  •   Second academic year classes have started in Existing building at Naidu Campus.

·        City planning

  •   Out of the 11 villages newly included in Pune Municipal Corporation, 109.78 hectares for Uruli Devachi (TPS-6) and 260.67 hectares for Phursungi (TPS-9) and 238.50 hectares for Phursungi (TPS-10) total 608.15 hectares. Chief Assembly approves release of draft urban planning project for the area.
  •   Due to the implementation of the Nagar Rachna Yojana, the Pune Municipal Corporation will get possession of about 40% of the total area i.e. 243.58 hectares free of charge and without delay.
  •   In TP scheme works like setting plot boundary stone as well as appointing consultant for TP scheme are going on.
  •   Pune Municipal Corporation has undertaken Nagar Rachna Yojana No.6 to develop 24m road of Uruli Devachi and the said work will last for at least two years.
  •   Development Planning Unit: The work of preparing a draft development plan has started on the basis of sample survey information conducted in 11 villages through Gokhale Institute.

Pradhan Mantri Awas Yojana

  •   Under Pradhan Mantri Awas Yojana Component No 3, construction of 2,658 flats has been completed in total 5 projects on HDH/EWS reserved land at Hadapsar, Vadgaon (Khurd), Kharadi by Pune Municipal Corporation.
  •   Beneficiaries for the said 5 projects were selected through online lottery and then on first come first priority basis.
  •   Intelligent Works Management System: The Intelligent Works Management System in use in Pune Municipal Corporation has been updated.
  •   The said computer system will be connected with accounting department through SAP system in future.
  •   Action on Unauthorized Constructions: Action has been taken on unauthorized construction of concrete multi-storied unauthorized construction with Hydraulic Demolition Machine (Jaw-cutter) measuring about 3,62,527 sq.ft.

·        Transport Planning and Projects

(Capital Provision Rs. 764.05 Crore)

Implementation of River Rejuvenation Project

  •   Pune Mula and Mula-Mutha River Rejuvenation Project: The length of Mula river flowing in Pune city is 44.40 km.
  •   The project has been divided into 11 phases.
  •   Out of which 44.70% work has been completed on Sangamwadi Bridge and Bund Garden Bridge (Stretch-9) site.
  • 18.10% completion of development of Bund Garden Bridge to Mundhwa Bridge (Stretch-10 & 11) riverside road on PPP lines in form of credit note payment.
  •   Tender for Wakad Bypass to Sangvi Stage No. 1, 2, 3 has been released for Rs. 303 crores.
  •   The River Rejuvenation Project will have the following benefits:
  •   The river will be clean and pollution free
  •  River bank area will be open for citizens.
  •  It will help to increase the carrying capacity of the river.
  •  Installation of fire-fighting lifts at various parking lots in Pune city.

Completion of Flyover Bridge / Grade Separator / Bridge over River in the year 2023-24

  •   About 80% completion of flyover on Pune Solapur and Pune-Miraj railway line at Ghorpadi Pune.
  •   Construction of new flyover at Sinhagad Road-Construction of flyover on Sinhagad Road from Rajaram Bridge to Fun Time Theater is 60% complete.
  •   Construction of bridge over Sun City, Sinhagad Road to Karvenagar river started on site.
  •   10m widening of Koregaon Park to Kalyani Nagar Bridge (Aga Khan Bridge) started on site.
  •   Preparation of Integrated Traffic Plan from Sadhu Vaswani Bridge (Koregaon Park) to Bund Garden Bridge and associated works started on site.
  •   Structural audit of the bridges which are more than 10 years old in the Pune Municipal Corporation has been done, including a total of 40 bridges.
  •   Construction of Sangvi-Bopodi bridge over Mula river started jointly by Pimpri Chinchwad Municipal Corporation and Pune Municipal Corporation (5% cost each).

Road Department

(Capital Provision Rs.1070.11 Crore + Revenue Provision Rs.208.79 Crore = Rs.1278.90 Crore)

  •   The Missing Link Development Project has been undertaken by the Pune Municipality to create new alternative routes to avoid traffic congestion in Pune city.
  •   This includes developing a missing link connecting the existing DP roads and providing a central circular road for traffic.
  •   Developing 33 missing links for alternative transport
  •   Road widening work was taken up to 45m on Ganeshkhind road between RBI to Sancheti Chowk
  •   Widening of Pancard Club Road at Baner and Main Road at Balewadi will be taken up in the coming financial year.
  •   A new road link from Gunjan Chowk to Wadia is proposed to be constructed under the metro line, creating an alternative road to the city road along the river bank.
  •   Under the concept of Mission-15, by identifying the main roads with high volume of traffic in the city, these roads are suitable for traffic, including all types of repairs, widening, pedestrian safety system, direction indicators, lane marks, divider painting etc.
  •   Currently about 36 km road works have been taken up on PPP basis.
  •   This includes the works of 15 roads in Kharadi, Baner, Mohammadwadi, Kondhwa, Mundhwa, including the flyover at Bibvewadi at Gangadham Chowk and the bridge over the river at Kharadi. About 11 works are going on at the site.

  Pedestrian Day – Pune Municipal Corporation has implemented a pedestrian safety supplementary policy, according to which the road works are being carried out as per Urban Street Design Guidelines. Considering the increasing number of vehicles in the city, safety markings, zebra crossings, direction indicators/boards etc measures are being taken on various roads. For this, Pedestrian Day is celebrated by PMC on 11th December every year with civic participation. During this day, road zebra crossing, lane marking e.g. at various intersections. Separately with the facility, a one-day vehicle-free pedestrian day is celebrated on Lakshmi Road.

  •   Road surface repair and re-asphalting and pothole repair works in Pune city are being done by supplying asphalt material from Hot Mix Plant System at Yerawada of PMC.
  •   Proposed to set up one more hot mix plant considering the growing area of the city and the villages involved.
  •   A separate unit is proposed for rehabilitation of trees encroaching on road widening as well as plantation of roadside trees.
  •   Proposed provision for restatement for digging for service channels on various roads of the city in terms of all zonal offices and also for newly incorporated villages.
  •   A proposal to repair the roads in the city due to frequent traffic using FDR and micro-sensing technology was taken by the PMC in the said financial year, according to which the road from Dattanagar to Bhumkar Chowk in Ambegaon and the road from Upper Depot in Bibwewadi to VIT Chowk will be FDR and micro-sensing. Technology has been used, and separate provision is being made for other proposed roads.
  •   School Travel Improvement Plan: An innovative concept of School Travel Improvement Plan has been launched. By selecting a total of 9 schools in 3 zones of the city, implementing measures to make the road areas safe and self-sustainable for student travel, and publishing its guidebook, it is planned to do 20 zones in the next 5 years through this scheme.
  •   The road department has appointed a committee to determine the speedbreaker policy and its implementation method and accordingly all speedbreakers have been started in a scientific manner.

·        Pune Mahanagar Parivahan Mahamandal Ltd (Rs 482.52 Crore)

  •   350 leased e-buses have been inducted into the corporation’s fleet; remaining buses will be inducted soon. There are currently 473 e-buses in the PMPML fleet. If the remaining 177 are inducted into the fleet, the total number of e-buses will be 650.
  •   In the year 2024-25, PMPML plans to induct 100 new CNG buses and 100 new e-buses on GCC basis in the PMPML bus fleet for passenger service on 400 CNG GCC basis.
  •   It is planned to earn financial income by doing business development work on BOT principle in Sutarwadi and Nigdi Depots of the PMPML.
  •   It is planned to set up e-charging stations and install CCTV cameras in the corporation’s warehouses and premises.
  •   ANPR cameras and security guards will be posted on BRT routes and at bus stops.

·        Garden

(Capital Provision Rs.91.75 Crore + Revenue Provision Rs.80.03 Crore = Rs.171.78 Crore)

  •   Proposed implementation of a comprehensive scheme at Rajiv Gandhi Zoological Museum and Wildlife Research Centre, Katraj.
  •   Proposed creation of cages for attractive animals in the ‘New World Primates’ category.

·        Electrical

(Capital Provision Rs. 46.64 Crore + Revenue Provision Rs. 385.80 Crore = Rs. 432.44 Crore)

  •   Under the National Clean Air Program, new gas tanks will be constructed in various places within the limits of the Pune Municipal Corporation.
  •  Mini Hydro Electricity Generator Plant will be set up at Bund Garden (Hydro Electric Project) to generate approximately 350 KW of electricity.
  •   Enabling and upgrading street lights in Pune city.
  •   Installation of poles and LED lights is planned in 34 villages to improve the lighting system on important roads in the city as well as in the included villages.
  •   Electrical (lighting system, generator system, wiring, solar hot water system etc.) at various crematoriums, municipal schools, hospitals, etc. in Pune city.

·        15th Finance Commission

  •  Under the 15th Finance Commission of the Central Government, the Pune Municipal Corporation will implement various projects under the two components of Air Quality Improvement and Improvement in Water Supply and Management and Effective Solid Waste Management in a total of five years from the year 2020-21 to the year 2025-26.
  •   Rs.164.93 crore has been received so far under Air Quality Improvement and Rs.254.80 crore has been received so far for improvement in water supply and management and effective solid waste management.

Amrit 2.0 campaign sponsored by Central Govt

  •   Improvement and expansion of existing 6 STPs and construction of new water treatment plant at Vadgaon proposed under Amrit 2.0 Mission

·        Building Construction

(Capital provision Rs. 442.77 crores + Revenue provision Rs. 73.15 crores = Rs. 515.92 crores)

  •   In connection with the G-20 conference held in Pune city, branding works were done at various places in the city.
  •   Under the National Health Mission, works were done regarding the renovation of 29 Arogyavardhini under the jurisdiction of the PMC and the provision of basic facilities at the said place.
  •   Completion of 100 bed Sanjay Gandhi Hospital at Bopodi (P+4 floors)
  •   Fire Station (Basement+Floor+1st Floor and Residential Building Floor+3) at Kothrud S.No.77/1 at completion stage
  •   Sports complex on 6000 sq.m. at Dhankawadi S.No.35
  •   Bharat Ratna Atal Bihari Vajpayee Medical College (Basement +G+4) hostel and staff accommodation is coming up in Naidu Hospital premises (P + 14 floors, 285 rooms)
  •   Hindavi Swarajya Nirmiti Shilpa will be constructed in 5200 sq.m area under Chandni Chowk beautification at Bavdhan S.No.19, 20.
  •   A total of 15 model schools will be created under each ward office of PMC.
  •   The stadium will be constructed on the site reserved for the playground at Kondhwa Khurd. The said playground consists of a skating ring approximately 200 m long.
  •   Proposed reconstruction of Colony No. 8 & 9 at Ghorpadi Peth of Pune Municipal Corporation (2 parking lots + 15 storied building with 150 flats).

·        Information and Technology

  •   Proposed work of updating Property Tax Software
  •   Proposed e-Office implementation (eFile Implementation).
  •   Upgrading Worker Pay and Retirement Pay System
  •   Digital signature service will be made available on various types of certificates and permission certificates issued to citizens.
  •   Implementing Digital Locker System
  •   Various types of certificates like marriage registration certificate, birth-death certificate etc. services are given to citizens through Pune Municipal Corporation. Integration of marriage registration certificate in digital form with Digi Locker service has been done on pilot basis, and it is proposed to give citizens through other certificates.
  •   Backup Solution – As it is necessary and essential to save the computer information of various online computer systems from the perspective of security, the work of taking backup of the data of all existing computer systems is underway.
  •   To arrange network in new 34 villages.
  •   Bankup data lease line proposed.

·        Heritage Sale (Rs. 19.25 Crores)

  •   Planning to build the country’s first memorial building of Krantijyoti Savitribai Phule by acquiring the land of the historical Bhidewada place and taking possession of the place under the custody of the Pune Municipal Corporation.

·        Primary and Secondary Education

(Primary Education Rs 751.08 Crore, Secondary Education Rs 124.60 Crore)

  •   Proposed mechanized cleaning of toilets in a total of 150 school buildings
  •   Futuristic School – Creation of Innovative School: Under this facility for 30 students including desk LAN system with latest software and hardware.
  •   Providing physical facilities for 65 primary schools in 34 newly incorporated villages and educational materials for 15000 students

·        General Administration

  •  Designing and implementing training courses for capacity building at the local organization level under the Capacity Building Commission of the Central Government.

·        Disaster Management Department

  •  Under the Urban Flood Risk Management (UFRM) project through the National Disaster Management Authority (NDMA), seven cities including the city of Pune are included in the country. Under the said project, funds will be available for Pune city under the 15th Finance Commission. It proposes implementation of short and long term structural and non-structural measures
  •  Funds will be available under NDMF for the construction of Integrated Command & Control Center (ICCC) jointly by Pune Municipal Corporation and Mahapreet.

·        Social Development Department

  •  To provide financial support for the treatment of chronic diseases of disabled citizens
  •  To provide financial support for the purchase of material to disabled athletes selected in national and state level sports
  •  To provide financial support for education to children of both parents with disabilities and children of single parents with disabilities for educational advancement and self-reliance.

·        Labour Welfare Department

  •   Various welfare schemes will be implemented under the Labor Welfare Fund. Among them meritorious worker awards, educational loan scholarships, various sports competitions, cultural programs are proposed

  •   Process of procurement of 4 high rise fire fighting vehicles for fire brigade started through Motor Vehicle Department
  •   Efforts have been made to increase the number of fire stations and provide manpower considering the increasing development of the city and the newly incorporated villages.
  •   It is proposed to purchase 2 High Rise Fire Fighting Vehicles, 1 Fire Rescue Vehicle, 2 Fire Fighting & Rescue Vehicles (with 24 Meters High Ladder) from the special budget provision.

·         Property Tax

  •   Rs 2000.90 crores property tax has been received from 1st April 2023 to 29th February 2024 as compared to Rs 1674.59 crores from 1st April 2022 to 28th February 2023. The property tax has increased by Rs 326.31 crore compared to last year.
  •   In addition, property tax from Rs 8.67 lakhs to 11.05 lakhs has been received from property holders during the above period.

Scheme of measures to increase income

  •   Non-residents, unauthorized non-residents with change of use, non-resident property, unauthorized non-resident sports complexes, hotels etc. will be charged three times as per Section 267-A.
  •   Mass auction process of non-residential properties in default of dues by issuing repeated notices.
  •   Property tax not levied within the limits of Pune Municipal Corporation will be found and levied.

·         Building permission and development charges

  •   According to Gunthewari Act, a total of 908 cases have been received by the end of 15.12.2023 and 24 cases have been approved.
  •   Maharashtra government on December 2020 extended the original deadline of two years i.e. upto 2.12.2024 for payment of premium in UDCPR 2020 in phase wise, so new construction permission can be speeded up and after obtaining original FSI, additional FSI can be accepted. Because of this, small and big developers of all levels are benefiting. This will help increase the income of PMC.

·         Water

  An annual increase of 5% in domestic and non-domestic meter water rates has been approved, due to which the income of PMC will increase.

·         Skyline license

  •   License and permit fee and advertisement board fee increase has been approved; this will increase the income of PMC.
  •   Initiate the process of fixing some places and making them available to the citizens for advertisement to avoid putting up unauthorized flex/boards in the city.

Special achievement

  •          Swachh Survekshan 2023 Award: Pune city ranked 10th nationally in SS2023 and has been awarded GFC rating 5 stars and ODF certification of ODF++.
  •          Majhi Vasundhara 3.0 Award: On World Environment Day 2023, Pune Municipal Corporation has bagged the third position in AMRIT group at state level in Majhi Vasundhara 3.0 competition to achieve sustainable development by conserving and protecting five elements of environment.

·         3. NUHM: Indices of various health activities are evaluated by the Government. Accordingly, Pune Municipal Corporation is ranked third in Maharashtra.

·         4. SKOCH AWARD: Pune Municipal Corporation’s Urban 95 initiative has qualified as a semi-finalist for the Child and UTC Friendly Pune SKOCH Awards 2023.
