Pune RTO Urges Vehicle Owners to Install HSRP before 31st March 2025 DeadlineÂ

Deadline for compliance applies to vehicles manufactured before April 2019.
Vehicle owners in Pune and across Maharashtra have been directed to install High-Security Registration Plates (HSRP) on vehicles registered before April 2019. The mandate, issued by the Maharashtra Transport Department, sets a compliance deadline of March 31, 2025. Over 20 million vehicle owners across the state must act promptly to avoid penalties and ensure adherence to the regulation.
The Ministry of Road Transport and Highways (MoRTH) introduced HSRP in 2018, initially mandating it for all new vehicles from April 1, 2019. Recently, the Maharashtra government extended this requirement to older vehicles, with the aim of enhancing vehicle security and improving identification to curb vehicle-related crimes, such as theft.
Implementation and Booking System
To facilitate the installation process, the Pune Regional Transport Office (RTO) has appointed a private agency and is developing an online portal where vehicle owners can book appointments. Once launched, the portal will allow users to schedule and, if necessary, reschedule appointments up to three times for convenience.
In addition to Pune RTO, the Pimpri-Chinchwad RTO has enlisted a separate agency for installations in its jurisdiction. Vehicle owners will need to visit designated centers for the installation of HSRP, ensuring compliance with the new regulations.

Cost of Installation
The installation fees for HSRP have been set as follows:
• ₹450 for two-wheelers and tractors
• ₹500 for three-wheelers
• ₹745 for four-wheelers, including cars, trucks, and buses
An additional GST will be charged on these amounts.
Penalties for Non-Compliance
Vehicle owners who fail to install HSRP by the deadline may face fines or other penalties. The Pune RTO has urged citizens to avoid last-minute rushes by securing their installation slots in advance. Officials have emphasized the benefits of HSRP, including enhanced security, reduced vehicle theft, and streamlined vehicle identification.
The Maharashtra Transport Commissioner’s Office and the RTOs are committed to ensuring the smooth implementation of HSRP for all vehicles. With the March 31, 2025, deadline approaching, vehicle owners are strongly encouraged to act swiftly to comply with the new regulation, contributing to safer and more organized roads across the state.
