Maharashtra: Housing Societies Must Frame Pet Policy In AGM, Says Cooperatives Department
Maharashtra: The state cooperatives department has directed all cooperative housing societies to establish a ‘Pet Policy’ during their annual general body meetings. The directive, issued last week, emphasizes protecting the “rights of non-human” animals in line with the 2015 guidelines set by the Animal Welfare Board of India (AWBI).
The decision follows an incident in Pune where over 300 cats were discovered in a single 3-BHK apartment on the ninth floor of a housing society. The circular instructs societies to ensure that pet owners uphold their responsibilities without causing a nuisance to neighbors. It specifically mandates that the policy must safeguard the rights of pets while ensuring accountability from owners.
As per AWBI guidelines, pet owners must ensure their pets do not disturb others. However, societies are required to differentiate between valid and unreasonable complaints. The guidelines also state that no pet owner should be pressured into abandoning their pet, as such intimidation is considered a legal offense.
Housing societies are not permitted to introduce bylaws that contradict national regulations. The circular also advises pet owners to leash their pets in common areas and clean up after them. However, societies cannot impose fines or special charges for pet-related issues.
