In a major policy push to reshape the state’s housing landscape, the Maharashtra government has approved its first comprehensive housing policy since 2007. The newly launched State Housing Policy 2025—anchored by the slogan ‘Majhe Ghar, Majhe Adhikar’ (My Home, My Right)—targets the construction of 35 lakh affordable homes by 2030, with a long-term vision of building 50 lakh homes by 2040.
Backed by a ₹70,000 crore investment plan, the policy focuses on creating affordable, inclusive, sustainable, and climate-resilient housing across the state, particularly benefitting the Economically Weaker Sections (EWS), Lower Income Groups (LIG), and Middle Income Groups (MIG).
Core Pillars and Strategic Initiatives
The policy stands on four key pillars:

These principles are designed to bridge economic and social gaps while addressing environmental concerns and disaster preparedness.
A ₹20,000 crore Maha Awas Fund will be set up to encourage private investment in affordable housing. The state will contribute significantly to this viability gap funding mechanism.
Innovative Housing Models and Support for Redevelopment
A new Self-Redevelopment Cell with a ₹2,000 crore support fund will assist housing societies in independently undertaking redevelopment projects. The government is also introducing a rent-to-own model aimed at working women, students, and industrial workers—offering long-term rental options with a future purchase clause.
Special Provisions for Vulnerable Groups
Dedicated housing plans will benefit:
- Senior citizens
- Working women
- Students
- Government employees
- Ex-servicemen and freedom fighters
- Differently-abled persons
- Journalists and artists
- Mill and Mathadi workers
- Airport staff
In metro cities like Mumbai, affordable rental housing near hospitals will be created to support relatives of patients seeking temporary accommodation.
Green and Disaster-Resilient Housing
Future housing will integrate:
- Heat-resistant materials
- Energy-efficient systems
- Rooftop gardens and green infrastructure
- Climate-adaptive designs to withstand floods and earthquakes
A Construction Technology Research Centre will be established to promote innovations in eco-friendly, cost-effective, and disaster-resilient building techniques.
Tech-Driven Housing Governance
The government will roll out a State Housing Information Portal (SHIP) powered by AI. This digital platform will:
- Track housing demand and supply
- Geo-tag properties
- Monitor fund allocations
- Map district-wise land availability
It will be integrated with platforms like MahaRERA, PM Gati Shakti, and the Unified Citizen Data Hub for seamless, data-backed decision-making.
Urban Inclusivity and Slum Redevelopment
To promote the Walk-to-Work model, 10%–30% of amenity land in industrial zones will be earmarked for housing. Inclusive housing mandates will apply to all major municipal regions.
The policy encourages cluster redevelopment and slum rehabilitation, with safeguards such as:
- Tripartite agreements and escrow accounts for resident protection
- Mandatory registration of development agreements
- Inclusion of common spaces in FSI calculations
- Extension of MHADA Act provisions to non-cess buildings
- Amendments to planning laws beyond Mumbai for faster approvals
Over 228 stalled projects in the Mumbai Metropolitan Region (MMR) will be revived in collaboration with agencies like BMC, MHADA, CIDCO, and MMRDA.
Institutional Support and Oversight
Corporate Social Responsibility (CSR) funds will be leveraged for housing targeted at vulnerable groups. The government is also exploring joint ventures with the Centre to use central lands for slum redevelopment.
A State-level Apex Grievance Redressal Committee will be established to ensure transparency, project monitoring, and conflict resolution between stakeholders.

Real estate leaders have welcomed the policy, calling it a “transformative step” for urban development in Maharashtra. The emphasis on redevelopment, rental housing, and infrastructure modernization is expected to significantly boost the state’s housing sector.
