PUNE, INDIA – In a first for Maharashtra, the city of Pune has introduced a pioneering doorstep will-making and registration service exclusively for senior citizens. Spearheaded by the Registration and Stamps Department, this initiative aims to simplify estate planning for the elderly and reduce family disputes over inheritance.

Senior Citizens to Receive Legal Assistance at Home

Launched under the state government’s 100-day administrative reform initiative, the new program enables elderly citizens to create and register their wills from the comfort of their homes. The service is part of the ‘Sairam – RESPECT’ program, an effort by the Pune District Sub-Registrar’s office to enhance accessibility to legal services for the aging population.

The program was officially inaugurated with a visit to Sonashray Old Age Home in Mohammadwadi, where government officials educated residents about the legal procedures involved in will-making. Moving forward, seniors with mobility or health issues can apply for personalized home visits for will registration.

District Sub-Registrar Santosh Hingane outlined the application process and eligibility requirements:

  • Who Can Apply: Senior citizens unable to travel due to health reasons but mentally sound.
  • How to Apply: A representative or lawyer must submit a request to the nearest sub-registrar office.
  • Application Form: Available on the official website – igrmaharashtra.gov.in.
  • Service Fee: ₹300 for a home visit.
  • Medical Certificate: Required to confirm the applicant is mentally competent.
  • Scheduling: Home visits are arranged within 2–3 working days.
  • Video Recording: The entire process is recorded for legal transparency; a CD of the footage must be submitted.

What Is a Will and Who Can Make One?

will is a legal document that outlines how an individual’s assets—both movable (such as bank accounts) and immovable (like property)—should be distributed after their death. Any adult of sound mind can create a will. Individuals under 18 or those deemed mentally incompetent are not eligible.

Guidelines for Writing a Valid Will

  • The will must be in writing—typed or handwritten on plain paper.

  • A medical certificate attesting to the person’s mental and physical fitness is advisable.
  • It must be signed in the presence of two adult witnesses who are not beneficiaries.
  • Witnesses should preferably be younger than the will-maker.

Will Registration: Cost and Benefits

  • Government Fee: ₹100 for registration.
  • Where to Register: At any document registration office.
  • Access to Certified Copy: The will-maker can obtain it anytime during their lifetime.
  • After Death: Beneficiaries can access the registered will upon presenting a death certificate and related documents.

A registered will serves as strong legal proof in court proceedings and other official matters, reducing the risk of future disputes.

There is no fixed age to write a will. As long as the person is of sound mind, they can make or update a will at any stage of life. Legal experts recommend updating the will after significant life changes such as marriage, retirement, or property acquisition.
