Pune, June 10, 2025: The Maharashtra State Transport Commissioner’s office has issued fresh directives to ensure smoother processing and prevent harassment of vehicle owners regarding Speed Limiting Devices (SLD) and Electronic Control Units (ECU). These guidelines follow the Commissioner’s circular dated September 12, 2024, which outlines the mandatory installation of speed limiters in transport vehicles.
According to the circular, complaints were received by the Transport Commissioner’s office as well as local RTOs regarding vehicle owners facing difficulties and financial burdens while dealing with ECU/SLD-related procedures. In response, clear instructions have now been issued to streamline the process and ensure transparency, especially for work handled by retrofitting centers (RFCs).
Key points of the directive include:
- For Vehicles Manufactured After October 1, 2015:
Vehicles equipped with ECU-based Speed Limiting Function (SLF) or exempted from installing speed limiters under MV Rule 118(1) will have their ECU certificates verified and recorded in the vehicle system. To manage this process, Motor Vehicle Inspectors Krushnat Bamanikar and Trupti Patil have been assigned at the Alandi Road RTO office. - For Vehicles Manufactured Before October 1, 2015:
Vehicles that are legally exempt from fitting speed limiters will be registered in the vehicle database without additional requirements. - Verification of ECU Certificates:
Vehicles manufactured before October 1, 2015, but fitted with ECU-based SLFs, will also undergo certificate verification before being entered into the system. - For Vehicles with 16-Digit SLD UID:
Vehicle owners should ensure that their retrofitter enters the SLD details into the vehicle system if the SLD device includes a 16-digit Unique Identification Number. - For SLDs Without UID Numbers:
In cases where speed limiting devices were installed externally and lack a 16-digit UID but are functional, manufacturers have been instructed not to charge any fees while updating the UID details in the system. - Complaint Redressal and Accountability:
Vehicle owners facing non-compliance or misconduct by companies or their RFCs have been advised to email complaints to [email protected]. Action, including deactivation of user IDs of such firms, will be proposed to the Transport Commissioner’s office.
All approved speed limiter manufacturers and their respective retrofit centers have been directed to strictly follow these guidelines to avoid causing inconvenience to vehicle owners. Failure to adhere will result in proposals for user ID suspension being submitted to the Commissioner’s office.
The directive aims to protect vehicle owners from unnecessary financial and procedural hassles and ensure fair implementation of vehicle speed regulation laws across the state.
