For lakhs of motorists weighed down by unpaid challans, there might finally be some respite. The state transport department is actively considering a one-time amnesty scheme that would slash penalties and allow defaulters to settle their dues at a fraction of the original amount. The move is being discussed as part of a larger recovery drive, with officials eyeing crores locked up in unpaid fines.

Over the years, traffic violations across Maharashtra have led to penalties running into thousands of crores. However, a significant chunk of this money remains uncollected, as vehicle owners continue to evade payment. Now, sources suggest that Transport Minister Pratap Sarnaik has responded positively to the proposal, raising hopes of a much-needed settlement window for motorists.

If implemented, the scheme will cover two-wheelers, four-wheelers, and heavy vehicles. Vehicle owners who have long been hesitant to pay could finally get an opportunity to clear dues at discounted rates. For instance, reports indicate that in Mumbai alone, outstanding traffic fines have already crossed ₹1,000 crore. The amnesty plan, therefore, aims not only to provide relief to citizens but also to ensure a substantial one-time recovery for the state exchequer.

According to details from the proposal, Transport Commissioner Vivek Bhimanwar has already forwarded the plan to the Transport Secretary. Instead of insisting on full payment, the government is considering offering massive waivers. Two-wheeler and auto-rickshaw owners may have to pay just 25% of their pending challans, with the remaining 75% being written off. For those who act swiftly, clearing fines within 15 days, an additional relaxation of 50% is also being discussed.

Interestingly, the scheme is designed to provide greater relief for smaller vehicles compared to high-end cars and luxury vehicles. The idea is to encourage maximum compliance, while ensuring that the government secures revenue in one go rather than letting fines remain stuck indefinitely.

If rolled out, this one-time settlement scheme could mark a turning point in the state’s approach to handling traffic fine collections. For citizens, it offers a rare chance to wipe the slate clean at a heavily reduced cost, while for the government, it ensures that long-pending dues don’t go completely unpaid.
