Pune, November 6, 2025 — In a move to ensure safer and more citizen-friendly redevelopment practices, the Pune Municipal Corporation (PMC) has announced a new set of regulations for demolishing old buildings across the city. The policy, approved by Municipal Commissioner Naval Kishor Ram, aims to reduce dust, noise, and traffic disruptions while maintaining public safety during demolition works.

With several ageing structures and bungalows in central Pune and surrounding suburbs undergoing redevelopment, residents have complained of excessive dust, noise pollution, unsafe debris transport, and the resulting chaos in nearby areas. Some citizens have also expressed concern that certain projects are influenced by individuals with political or criminal affiliations, discouraging them from filing complaints.

Responding to these concerns, Maharashtra Navnirman Sena (MNS) General Secretary Hemant Sambhus had earlier urged the civic body to establish strict demolition norms. Acting on his demand, the PMC’s Construction Department prepared detailed guidelines, which have now been officially sanctioned.

“These regulations are a positive step, but their enforcement must be strict to prevent misuse by politically connected developers,” Sambhus stated.

According to the new policy, builders can begin new construction only after obtaining a demolition completion certificate from the PMC’s Executive Engineer.

Key Highlights of the New Demolition Policy:

  • A full-time security guard must be deployed at every site.
  • A 25-foot-high signboard must be placed along the boundary.
  • Neighboring buildings at risk must be vacated.
  • Regular water spraying and dust-control sprinklers are mandatory.
  • Prior written notice must be sent to nearby societies, police, and the fire brigade.
  • Trucks transporting debris must be covered with green cloth.
  • Photographic evidence of each demolition phase must be submitted.
  • A structural engineer must certify the safety of the work.
  • New construction permissions will be issued only after these steps are completed.

PMC officials believe the initiative will promote transparency, enhance safety standards, and minimize environmental damage during the city’s ongoing urban redevelopment.
