Pune: Maharashtra's 523 Registration Offices Shut After Assault On Sub-Registrar; State Loses Crores In Revenue
Pune, July 21, 2026: Registration services across Maharashtra came to a standstill on Monday as all 523 document registration offices remained closed in protest against the assault on a sub-registrar at a Pune registration office. The statewide shutdown is estimated to have caused a revenue loss of nearly ₹200 crore to the Maharashtra government.
Officials and employees of the Registration and Stamps Department have vowed to continue their agitation until all those responsible for the attack are arrested.
The protest follows the alleged assault on Ravindra Koli, Sub-Registrar of Haveli No. 20 Registration Office in Pune. According to the department, Koli was allegedly attacked by a group of lawyers and document applicants after he refused to process property registration documents outside the prescribed procedures. He sustained injuries and was admitted to a hospital for treatment.
A criminal case has been registered in connection with the incident by the Registration and Stamps Department.
Following the attack, employees’ and officers’ associations announced a work boycott until the accused are arrested. As part of the protest, several registration offices in Pune and Mumbai remained closed over the weekend. On Monday, however, the agitation expanded statewide, with all 523 registration offices remaining shut.
The closure severely affected property registration services and inconvenienced thousands of citizens waiting to register sale deeds and other legal documents.
According to official estimates, Maharashtra registers 10,000 to 12,000 property documents every day, generating approximately ₹200 crore in daily revenue through stamp duty and registration fees. The statewide shutdown resulted in the loss of an entire day’s revenue collection.
Meanwhile, Inspector General of Registration Ravindra Binwade met Pune Police Commissioner Amitesh Kumar and urged the police to expedite action against those involved in the assault. Registration department employees have maintained that normal services will resume only after the accused are arrested and strict action is taken.
