In the aftermath of a heartbreaking tragedy that occurred during Royal Challengers Bengaluru’s IPL 2025 title celebrations, the Board of Control for Cricket in India (BCCI) has taken decisive action to ensure public safety at all future post-tournament events. The incident, which happened near Bengaluru’s M. Chinnaswamy Stadium, saw a massive crowd surge resulting in the deaths of 11 individuals and injuries to over 50 others.
What was supposed to be a moment of joy quickly turned into a grim reminder of the risks posed by unregulated mass gatherings. Reacting to the catastrophe, BCCI Secretary Devajit Saikia has now confirmed the implementation of mandatory safety protocols for all IPL franchises intending to hold public celebrations.
“The incident is being taken with utmost seriousness. We have a responsibility not just towards cricket but also towards the fans who celebrate the game with passion,” Saikia said. He also mentioned that a three-member committee was formed to investigate and draft comprehensive safety measures.
According to sources close to India Today, a stringent 10-point guideline has now been made compulsory for all future IPL title celebrations. Here’s a breakdown of what the BCCI has mandated:

1. No team will be allowed to hold celebrations within 3-4 days of winning the title.
2. Quick turnarounds will not be permitted to avoid rushed and poorly managed events.
3. Teams must seek formal permission from BCCI before organising any celebration.
4. No events can be held without prior written clearance from the board.
5. Mandatory 4 to 5-tier security protocols
6. Multi-layered security presence will be essential at all venues and during transit.
7. Security arrangements must cover team movement from airport to event venue.
8. Ensuring full protection for players and staff throughout the event schedule.
9. Permission must be obtained from district police, state government, and local authorities1
10. All celebrations must be greenlit by civic and law enforcement bodies to proceed legally and safely.
The BCCI has emphasized that these measures are non-negotiable and must be followed by every franchise moving forward.
Meanwhile, Team India head coach Gautam Gambhir also weighed in, expressing strong opposition to roadshows altogether. “I don’t believe in roadshows—never did, never will. Life is more valuable than any celebration. If we can’t manage crowds properly, we shouldn’t be doing it in the first place,” he remarked, advocating for indoor or controlled celebrations instead.
While the RCB event was reportedly a private affair, the scale of the tragedy has prompted a nationwide introspection on how large-scale fan events should be handled. The BCCI’s move signals a shift towards prioritizing safety and preparedness over spectacle.
