The National Crime Records Bureau (NCRB) has released its Crime in India 2024 report, offering a state-wise analysis of crime incidents based on per capita rates. Moving beyond total crime volumes, the report sheds light on how crime density is shaped by socio-political, geographic, and infrastructural factors.

According to the latest NCRB data, the national crime rate stands at 445.9 incidents per 100,000 individuals, with a marginal decrease of 0.56% compared to 2023. However, disparities remain stark across states when crime is measured on a per capita basis.

Top Indian States by Per Capita Crime Rate in 2024

  1. Uttar Pradesh – 7.4 crimes per capita
Uttar Pradesh leads with the highest per capita crime rate, reflecting enduring concerns around theft, violent crime, and communal unrest. Despite heavy policing efforts, enforcement challenges persist.
  2. Arunachal Pradesh – 5.8 crimes per capita
With sparse population and difficult terrain, Arunachal Pradesh faces logistical hurdles in law enforcement. Remote regions and night travel restrictions highlight ongoing safety concerns.
  3. Jharkhand – 5.3 crimes per capita
Maoist insurgency, illegal mining, and underreported incidents continue to drive Jharkhand’s high crime levels, especially in rural zones lacking robust police presence.
  4. Meghalaya – 5.1 crimes per capita
High crime in tribal and isolated areas keeps Meghalaya among the top states, despite its small population. Law enforcement faces difficulties accessing certain regions.
  5. Delhi – 5.0 crimes per capita
The national capital remains a hotspot for crime, with street offenses, gender-based violence, and thefts posing persistent challenges to law and order.
  6. Assam – 4.4 crimes per capita
Ethnic tensions, border disputes, and political volatility contribute to Assam’s elevated crime rate. Conflicts over land and local governance often escalate into violence.
  7. Chhattisgarh – 4.0 crimes per capita
Internal security threats, particularly from Maoist groups, affect Chhattisgarh’s ability to maintain public safety, especially in tribal regions with poor legal infrastructure.
  8. Haryana & Odisha – 3.8 crimes per capita
While Haryana reports a rise in gender crimes and organized gangs, Odisha struggles with rural crime and socio-economic inequality, placing both states on par.
  9. Andhra Pradesh – 3.6 crimes per capita
Even with relatively stable governance, Andhra Pradesh is witnessing a rise in cybercrime, domestic abuse, and financial fraud—signaling changing crime trends.
