The Maharashtra government has stayed the controversial decision of the Slum Rehabilitation Authority (SRA) to grant full Transfer of Development Rights (TDR) for land at Janta Vasahat in Parvati and has ordered a detailed inquiry into the matter.

In a circular issued on Wednesday, Housing Department officer Gajanan Dabilkar instructed the SRA to submit a comprehensive report along with ready reckoner rates. 

The directive follows media reports highlighting alleged irregularities and a complaint lodged by the Slum Developers’ Association questioning the legitimacy of the approval. The department has also ordered a review of all TDR cases in Pune.

The controversy stems from SRA’s May 2025 decision to grant 100% TDR worth ₹763.39 crore for a 1.92 lakh sqm plot in Janta Vasahat. The land lies in a hill top–hill slope zone where only 0.8% TDR is permissible, raising concerns among real estate developers over possible violations of development norms.

Further objections were raised regarding the ready reckoner rate applied. While the official rate for the area is â‚¹5,720 per sqm, SRA allegedly used a rate of â‚¹39,650 per sqm, prompting the housing department to seek an explanation.

Officials indicated that the original plan involved compensating the landowner with TDR before initiating redevelopment. However, given that Janta Vasahat is Pune’s largest slum, the project faces significant logistical hurdles.
