Pune, July 18, 2025: In a move aimed at reforming the state’s education system, the Maharashtra government is drafting a new law to regulate private coaching institutions and curb the growing trend of junior colleges collaborating with them. This practice, which has become widespread across urban and rural areas, has raised concerns about the erosion of formal classroom education.

School Education Minister Dada Bhuse announced the decision during the ongoing Assembly session while responding to a starred question from MLA Hiraman Khoskar. “We are taking steps to ensure that education is not reduced to a mere formality in junior colleges while actual teaching happens at private tutorials for exorbitant fees,” Bhuse said.

Under these unofficial tie-ups, students enroll in lesser-known junior colleges but spend the bulk of their time at private coaching centres preparing for competitive exams like JEE, NEET, and CET. As a result, such colleges see unusually high cut-offs due to their partnerships with popular coaching institutes, attracting even students with 90%+ SSC scores.

“This trend undermines the formal education system and is a form of privatization through the back door,” Bhuse noted. He warned that institutions collecting fees without providing adequate infrastructure or academic instruction will face strict action.

The proposed legislation will require mandatory registration of coaching centres, define operational boundaries, and prohibit exploitative arrangements between junior colleges and private tutorials. The move has sparked intense debate in both the education and coaching sectors, with parents and educators awaiting further clarity on how the law will impact students preparing for competitive exams.
