Mumbai Gets Closer: 20km Highway with Tunnels to Connect Kalyan, Dombivli, and Badlapur

The Mumbai Metropolitan Region Development Authority (MMRDA) has initiated plans for a new controlled-access highway to improve connectivity between Kalyan, Dombivli, Badlapur, Ambernath, and Ulhasnagar with Mumbai, Navi Mumbai, and the upcoming Navi Mumbai International Airport. As a first step, the MMRDA has issued a tender to prepare a detailed project report (DPR) for the ambitious 20-km highway project.

Project Alignment and Features

The highway will originate near Badlapur at the Mumbai-Delhi Highway and include major interchanges at key roadways like:

  1. Mumbai-Vadodara Spur
  2. Katai-Badlapur
  3. Hedutane Interchange (Kalyan East, connecting Metro Route 12)
  4. Kalyan Ring Road

The project features include:

Balwadkar
  • Total Length: 20 km (13.65 km at grade, 3.95 km viaduct, 3 km tunnel)
  • Lanes: 8-lane divided carriageway with service lanes (80 km/h design speed)
  • Vehicular Underpasses: 5
  • Land Requirement: 200 hectares
  • Estimated Cost: ₹10,833 crore

Key Benefits

The highway aims to address growing population demands in the Mumbai Metropolitan Region (MMR) by ensuring seamless connectivity and reducing congestion in Thane and surrounding highways. It will directly connect these sub-regions to the Navi Mumbai International Airport and the Navi Mumbai Airport Influence Notified Area (NAINA).

DPR Preparation Timeline

  • Pre-Bid Meeting: January 31, 2025, at MMRDA’s BKC headquarters
  • Bid Submission Deadline: February 17, 2025

This controlled-access highway will significantly improve transport efficiency, offering an alternative to congested city routes and boosting regional development.
