New Registration for Professional Engineers Proposed; AICTE Seeks Feedback on Draft Until April 10
Pune: A separate council has now been proposed for the field of engineering, following the model of institutions for architecture, law, pharmacy, chartered accountants, and company secretaries. The “Indian Professional Engineers Council” (IPEC) will be established for the registration of engineers working professionally. The All India Council for Technical Education (AICTE) has released the draft bill for the establishment of this council, and objections or suggestions are being accepted until April 10.
Until now, apex institutions have been in place for fields like architecture, law, pharmacy, and company secretarial practices, requiring professionals to register with them. Engineering has evolved into a separate domain, with millions of engineers working as professionals. The National Education Policy 2020 emphasized having independent, capable bodies for curriculum rules, course creation, funding, evaluation, and defining educational standards. Against this backdrop, the central government has taken steps toward establishing a separate council for engineering.

The proposed bill aims to establish the Indian Professional Engineers Council within a legal framework, defining professional criteria, standards, and registering engineers. The council will oversee the registration process, renewals, cancellations, and provide professional regulation. It will also define professional duties, responsibilities, ethical standards, and promote awareness within the engineering community.
This will be the first time that engineers are being registered by the central government. The council will also be involved in training, skill development, and maintaining quality within the profession. The regulatory board for the council will include members from the Ministry of Education, IIT directors, and experts from the engineering field.
