No HSRP, No RTO Services: 21 Lakh Vehicles In Pune District To Face Restrictions Without High-Security Number Plates
Pune: Vehicle owners in Pune district who have not installed High-Security Registration Plates (HSRP) or failed to register for them will be denied all Regional Transport Office (RTO) services except for basic renewal work, the transport department has announced. This move is expected to impact nearly 21 lakh vehicles across the district.
Out of 26 lakh registered vehicles in Pune, only 5 lakh have registered for HSRP installation so far, and among these, 2.5 lakh vehicles have had the plates installed. With a large chunk of vehicles yet to comply, the transport department has now enforced strict restrictions to push the process forward.
Many vehicle owners remain unaware of the HSRP registration process, creating confusion and distress. Outside of Pune, most parts of the state have witnessed a poor response from citizens regarding HSRP compliance. To speed up implementation, the Transport Commissioner has instructed all RTOs to restrict services to vehicles without these plates.
Statewide Concerns, Urban Complications
A specific challenge has also emerged: vehicles registered in cities like Mumbai often operate in rural areas, creating complications with centralized plate installation logistics.
Despite these challenges, the authorities have clearly instructed staff not to obstruct renewal of fitness certificates for old transport vehicles, license-related tasks, or private vehicle registration renewals—even if HSRP registration is pending.
30 June Deadline Extended, But Bookings Reach August
The department has extended the deadline for HSRP installation to 30 June, but due to the volume of registrations, most appointments are being scheduled as late as August. However, officials have confirmed that any work related to vehicles that have already registered for HSRP will not be delayed, offering some relief to compliant vehicle owners.
Online and Offline Registration Options Available

Those unfamiliar with online processes can use E-Seva Kendras. The Pune RTO has also set up a helpdesk to assist citizens with HSRP-related queries.
Key Instructions from the Transport Department:
- Services like vehicle transfer, address change in RC, finance hypothecation or removal, duplicate RC issuance, No Objection Certificate (NOC), and vehicle modifications will not be processed without HSRP installation.
- However, vehicles with HSRP registration receipts should not face service delays—staff are instructed to verify the receipt and proceed with work.
Appointment Required for Pending Installations
Pune’s Deputy Regional Transport Officer, Swapnil Bhosale, has urged vehicle owners without HSRPs to book appointments immediately. He assured that those who have already scheduled appointments will not face service denials at the RTO.
