Vehicle owners with unpaid toll dues on National Highways (NHs) could soon be barred from accessing key services such as registration renewal, insurance updates, ownership transfers, and issuance of fitness certificates. The Ministry of Road Transport and Highways has issued a draft notification proposing amendments to the Motor Vehicle Rules to enforce this change.

The move aims to strengthen digital toll fee collection and prevent motorists from evading payments on tolled highways. It gains added significance as the National Highways Authority of India (NHAI) rolls out multi-lane free flow (MLFF) systems on NH stretches, eliminating physical toll barriers and relying on electronic monitoring.

As per the draft rules, registration authorities will be instructed not to process requests for motor vehicle tax deposits, ownership transfers, or other services if unpaid user fees are reflected against a vehicle. Instances where a vehicle crosses a toll plaza without paying—due to the absence of a valid FASTag or pending challans—will also be recorded as unpaid fees in the system.

Officials clarified that transport-related services will be restored only after toll dues are cleared. Earlier, NHAI had requested integration of this mechanism into the Vahan database, which maintains details of all registered vehicles, to recover pending toll from vehicles with faulty, blacklisted, or missing FASTags.
