Mumbai/Pune, July 9: Kasba Assembly MLA Hemant Rasane has demanded that the Pune Municipal Corporation (PMC) grant a 40% property tax rebate to all property owners, irrespective of whether they reside in their property or have rented it out. Currently, the rebate is available only to properties occupied by the owner, while those rented to tenants are excluded. Rasane raised this issue today in the Assembly during discussions on the supplementary demands of the Urban Development Department.

Highlighting redevelopment challenges in Kasba constituency, which includes several old wadas (traditional housing complexes), Rasane said that stringent UDCPR rules—particularly the one-meter side margin requirement—have stalled redevelopment projects. He urged the government to immediately relax these norms to facilitate the restoration of these heritage structures.

Rasane also demanded improvements in traffic plans, TDR (Transfer of Development Rights) processes, building permissions, and redevelopment regulations within the Metro TOD (Transit-Oriented Development) zones. He pointed out that while TDR certificates are issued in just two months in Pimpri-Chinchwad, the process takes nearly two years in Pune.

Additionally, Rasane expressed concern over the dilapidated state of 44 government colonies in Kasba constituency, where redevelopment is stalled due to a lack of funds. He suggested addressing this issue through the PPP (Public-Private Partnership) model.

In a related proposal, Rasane called for expediting the detailed project report (DPR) for proposed underground roads between Shaniwarwada–Swargate and Sarasbaug–Shaniwarwada to resolve traffic congestion in central Pune.
