Pune, July 25, 2025: Alongside the upcoming elections for municipal councils and nagar panchayats across Maharashtra, polls will also be held for the newly formed municipal council covering Phursungi and Uruli Devachi in Pune. A draft ward structure has been prepared and submitted by the municipal council to the district administration. According to the draft, the new council will consist of 16 wards — each comprising two smaller divisions — and a total of 32 corporators.

Phursungi and Uruli Devachi were merged into the Pune Municipal Corporation (PMC) in 2017. However, citing higher taxes and lack of basic civic amenities, villagers demanded exclusion from PMC during a meeting with Chief Minister Eknath Shinde on December 6, 2022. Acting on this demand, the CM announced the formation of a separate municipal council for the two areas. A draft notification was issued by Urban Development Department Deputy Secretary Aniruddha Jewlikar on March 31, 2023. Over 4,500 objections and suggestions were submitted, which were reviewed by then-District Collector Dr. Rajesh Deshmukh. He forwarded his report with recommendations to the state government in June 2023. Subsequently, the state approved the formation of the council.

Following the Supreme Court’s directive, preparations for local body elections began under the State Election Commission. Elections will be conducted in four phases, and administrative preparations are underway. Accordingly, Fursungi-Uruli Devachi Municipal Council officials finalized the draft ward structure and submitted it to the district administration on Friday, the deadline.

Chief Executive Officer Phursungi Uruli Devachi Prasad Shingate confirmed the submission. While speaking to Pune Pulse, he stated that the draft has been submitted to the State Election Commission for the further process after which it will be finalised for publishing. Further to this, suggestions and objections would be considered on the draft ward structure.

Key Highlights:

  1. The draft ward structure is based on the 2011 Census for both villages.
  2. 16 wards in total — each formed by combining two smaller divisions.
  3. 32 total corporators to be elected.
  4. The district administration will now review the draft, which will then be sent to the state government and finally to the State Election Commission for approval.

Population Status (2011 Census):

  • Combined population: ~75,000
  • Fursungi: 66,002
  • Uruli Devachi: 9,403
  • Minimum population requirement for ‘B’ category municipal councils: 75,000
