Pune, Pimpri-Chinchwad See Record Revenue from Building Permits

Pune and Pimpri-Chinchwad have witnessed a historic surge in revenue from building permissions in the financial year 2024-25. The Pune Municipal Corporation (PMC) generated ₹2,601 crore, while the Pimpri-Chinchwad Municipal Corporation (PCMC) earned ₹881.33 crore.  

This marks an unprecedented achievement for both civic bodies. For PMC, building permission fees outperformed property tax revenue for the second consecutive year. The property tax department collected ₹2,355 crore in the same period.  

In 2023-24, PMC’s building permission department collected ₹2,428 crore from 1,773 permits. This year, it surpassed that record, granting 3,359 permits and earning ₹2,601 crore. The department exceeded its revenue target of ₹2,492 crore by ₹109 crore.

The revenue growth has been significant over the years. In 2019-20, the department collected ₹769 crore, followed by ₹507 crore in 2020-21. The figures for 2021-22, 2022-23, and 2023-24 were ₹2,095 crore, ₹1,636 crore, and ₹2,407 crore, respectively.

PCMC saw a revenue increase of ₹77 crore compared to last year. In 2023-24, it earned ₹804 crore, while this year, the figure rose to ₹881.33 crore.  

PCMC officials noted that delays in environmental clearances had earlier stalled major construction projects. Previously, approvals were given by the Maharashtra environment department, but a regulatory shift required clearance from the central ministry. This slowed down the process and impacted revenue. However, multiple approvals granted in March led to a revenue boost.  

The primary revenue source for PCMC was building permission fees, contributing ₹750.67 crore. Urban Transport Fund (UTF) charges added ₹128.89 crore, while other income sources generated ₹1.74 crore.  

The increased revenue for both municipal corporations reflects a positive financial trend for urban development.
