Pune: Proposed TP Scheme For Charholi Cancelled After Public Opposition
Pimpri-Chinchwad: The Pimpri-Chinchwad Municipal Corporation (PCMC) has officially cancelled the proposed Town Planning (TP) Scheme for Mauje Charholi. The decision, influenced by sustained opposition from local farmers and residents, marks a major victory for the community and BJP MLA Mahesh Landge, who led a determined campaign against the proposal.
The administration confirmed that a resolution to cancel the TP Scheme will be passed in the upcoming General Body Meeting, following which an official notification will be issued.
The TP Scheme, initially proposed for Charholi and other areas including Chikhali, had triggered widespread protests. Locals accused the administration of attempting to implement the scheme without proper consultation with landowners and native residents. Concerns were raised about potential land loss for farmers, especially since multiple land acquisitions had already occurred in the past for MIDC, New Township Development Authorities, and PCMC expansion.
PCMC Commissioner Say:
“The Development Plan for Pimpri Chinchwad city received partial approval in 2008 and final approval in 2009. Additionally, on 15/05/2025, a Draft Development Plan was published under Section 26(1) of the Maharashtra Regional and Town Planning Act, 1966. To implement the Development Plan and ensure the planned development of the area, the Municipal Corporation had expressed its intention to implement a Town Planning Scheme over certain areas of Mauje Charholi. This intention was published in the Government Gazette dated 15/05/2025 and in the daily newspapers dated 01/05/2025. However, local citizens and public representatives have opposed the implementation of the Town Planning Scheme. Therefore, the Municipal Corporation is suspending further action related to the preparation of the Town Planning Scheme,” said Shekhar Singh, Commissioner, Pimpri Chinchwad Municipal Corporation.
MLA Mahesh Landge held three rounds of discussions with Municipal Commissioner and Administrator Shekhar Singh, opposing the scheme as unjust to indigenous residents. He questioned the necessity of a TP Scheme when the city’s revised Development Plan (DP) is already underway.
After successfully halting the TP Scheme in Chikhali, Landge and local residents turned their attention to Charholi. Protests were held in front of the municipal headquarters, followed by a community meeting and a bandh call for May 30. Former Mayor Nitin Kalje, social activist Sachin Tapkir, and village residents played a pivotal role in the agitation. MLA Landge also raised the issue with Deputy Chief Minister Devendra Fadnavis, urging action in favour of the locals.
In response, Commissioner Shekhar Singh announced the suspension of all procedures related to the Charholi TP Scheme. He stated that, considering opposition from MLA Landge and the local community, the process would be halted and the scheme would be officially cancelled after completing the necessary administrative formalities.
“My 20-year-long political journey has always centred around the rights of local residents. There will be no compromise on the interests of the indigenous people. The TP Schemes for both Chikhali and Charholi are now cancelled, and official notifications will follow soon. I sincerely thank the municipal administration and Deputy CM Devendra Fadnavis for their support. Be it the waiver of penalty taxes, return of authority lands, or cancellation of buffer zones, the BJP-led government has always stood with the people. I will continue to fight for the just rights of native residents.”
