Pune: Residents Send Legal Notice To District Collector Over Inactive Road Safety Committee After Fatal Hinjawadi Accidents
Pune, October 14. 2025: In the wake of recent fatal road accidents in Hinjawadi, several Pune-based resident groups have issued a legal notice to the District Collector, alleging negligence by the District Road Safety Committee (DRSC). The groups claim that the DRSC has failed to hold the mandatory meetings prescribed by the Supreme Court Committee on Road Safety (SCCORS) for more than two years.
The notice, filed through advocate Satya Muley, accuses the administration of a serious lapse in road safety governance. It demands that the authorities submit complete records of all DRSC meetings held since March 2022 — including minutes and action reports — as directed by SCCORS. If the administration fails to respond within seven days, the complainants intend to approach the Supreme Court with a contempt petition.
The move follows the death of a 34-year-old beautician who was run over by a Ready-Mix Concrete (RMC) truck on October 10 in Pandav Nagar, Hinjawadi-Maan Road. Two months earlier, an 11-year-old girl, Pratyusha Santosh Borate, had died in a similar accident involving a cement truck in the same area. Residents described these recurring incidents as preventable tragedies resulting from poor enforcement and oversight.
The complainants include the Hinjawadi Employees and Residents Trust (HEART), the Forum of IT Employees (FITE), and the Pimpri Chinchwad Co-operative Housing Society Federation (PCCHSF). They argue that the DRSC’s inactivity constitutes a violation of the Motor Vehicles Act, 1988, and undermines road safety policies in Pune district.
As per the Supreme Court’s March 2022 directive, DRSCs are required to convene meetings monthly and review accident data, safety measures, and action plans. However, residents allege that no such updates or reviews have been made public in Pune.
Advocate Mule emphasized that urgent administrative action is essential to prevent further loss of life and restore accountability in road safety management.
