Pune, September 25, 2025: The Office of the Sub-Registrar Class-1 and Stamp Duty Collector, Pune City, located at the Government Photo Registration Office Building, First Floor, 5 Finance Road, Pune–1, has issued a public notice announcing a special initiative for cooperative housing societies.

As part of the Maharashtra Government’s Chhatrapati Shivaji Maharaj Government Mission, the state has launched Seva Pakhwada from September 17 to October 2, 2025. This initiative focuses on delivering services to citizens with greater speed, transparency, and citizen-centric governance.

In line with this mission, the Registration and Stamp Department has planned a series of services to be provided in a time-bound manner. The Pune City Sub-Registrar and Stamp Duty Collector’s office has organized a Stamp Duty Adjudication Pre-Scrutiny Campaign for cooperative housing societies to ensure speedy disposal of their conveyance cases.

Legal Provision for Conveyance

Under the Maharashtra Ownership of Flats Act, 1963, cooperative housing societies where the landowner/developer has not executed a sale deed for the land and building may obtain a deemed conveyance order from the competent authority (Deputy Registrar, Cooperative Department). Once the competent authority issues such an order, the society must apply to the Stamp Duty Collector for adjudication to determine the applicable stamp duty.

Required Documents

For adjudication, the following documents are necessary:

Sale agreements of all flats/units to confirm whether proper stamp duty has been paid.

If stamp duty is unpaid or underpaid on any agreement, it must be paid on the conveyance deed.

List of all flats/units in the society with copies of agreements and Index II.

Certificate from an architect regarding remaining FSI.

Approved building plan copy.

Development agreement between original owner and developer.

Power of attorney of owner/developer.

Copy of one registered agreement of a society member.

Reasons for Delay

Societies usually begin collecting documents only after receiving the deemed conveyance order, leading to delays in finalizing stamp duty. This results in further delays in registering the deed, updating property records, and redevelopment projects.

Pre-Scrutiny Initiative

To avoid delays, the Pune City Sub-Registrar office has introduced a pre-scrutiny system. Even before the deemed conveyance order and draft deed are finalized, societies can submit documents to identify deficiencies, rectify them, and later submit a complete adjudication application.

Special Campaign Details

As part of Seva Pakhwada, a Special Pre-Scrutiny Campaign for Deemed Conveyance Cases will be held from September 27 to September 30, 2025 between 10:30 am and 5:30 pm at the Sub-Registrar Class-1 and Stamp Duty Collector Office, Pune City, at 5 Finance Road, near Photozinco Press, Pune – 411 001.

During the campaign:

Documents of participating societies will be scrutinized.

Written communication regarding deficiencies and additional requirements will be provided.

Queries on valuation and stamp duty adjudication will be addressed.

The aim is to examine documents of 25 to 30 societies per day.

Registration for Participation

Interested societies from Pune, Pimpri Chinchwad, and Haveli taluka must register by September 26, 2025 either in person or via email at [[email protected]](mailto:[email protected]). Societies must provide:

* Society name and address.

* Names, designations, and contact numbers of three office bearers.

Upon receiving the email, the office will confirm date and time based on availability and convenience.

If a deemed conveyance order is already issued, societies must submit a copy along with the draft deed. Other required documents include:

List of all flats/units.

Copies of agreements and Index II.

Architect’s certificate on balance FSI.

Approved building plan.

Development agreement.

Power of attorney of owner/developer.

Copy of one registered member’s agreement.

Objective of the Campaign

This campaign aims to reduce time spent in collecting and verifying documents required for adjudication. However, the final decision on stamp duty will not be given during this campaign.

The Sub-Registrar has appealed to cooperative housing societies in Pune, Pimpri Chinchwad, and Haveli taluka seeking deemed conveyance to participate.

The notice has been issued by Santosh Ashok Hingane, Sub-Registrar Class-1 and Stamp Duty Collector, Pune City. Copies have been forwarded to the Inspector General of Registration and Controller of Stamps, Maharashtra State, Pune, and the Deputy Inspector General of Registration and Deputy Controller of Stamps, Pune Division.
