Pune: Supreme Court Issues Notice To PMC Commissioner Over Violations At Baner-Sus Road Garbage Plant
New Delhi, September 29, 2025: The Supreme Court has taken serious cognizance of violations by the garbage processing plant located on Baner-Sus Road in Pune and the alleged inaction of the Pune Municipal Corporation (PMC). A bench headed by the Chief Justice of India has issued notices to three key officials — PMC Commissioner Naval Kishore Ram, NEERI Director Dr. S. Venkata Mohan, and Nuriel Lakshman Pezarkar, CEO of Noble Exchange Environment Solutions, the company operating the plant.
The contempt petition was filed by Sus Road-Baner Vikas Manch, represented by its President Vijay Deshpande, Secretary Haresh Patil, and committee members, with strong backing from local residents. The petition, filed through advocate Satya Muley, alleges blatant violations of environmental guidelines and seeks relocation of the garbage processing plant situated at Survey No. 48, Baner-Sus Road.
Advocate Muley argued that the plant is operating in clear breach of environmental protection laws and in violation of directives previously issued by the Supreme Court in September 2024. The matter was heard on September 26, 2025, where the court observed the “alarming” non-compliance of its orders.
The apex court has directed that the three respondents — PMC Commissioner, NEERI Director, and Noble Exchange CEO — must respond to the contempt proceedings both in their official and personal capacities. The case is expected to set an important precedent regarding accountability of civic authorities and private operators in handling waste management projects.
