Deputy Chief Minister Eknath Shinde announced on Thursday that the state will soon launch a new housing policy focused on providing affordable homes for senior citizens, working women, students, and mill workers. This policy will be executed through the Maharashtra Housing and Area Development Authority (MHADA) and will include both affordable housing and rental housing schemes.

Shinde made this announcement while reviewing six redevelopment projects in the Prabhadevi area.

“Everyone aspires to have a spacious, comfortable home, but many residents of Mumbai are forced to relocate to the outskirts due to housing shortages. Our government is committed to bringing them back to Mumbai by making their dreams a reality through cluster redevelopment,” Shinde stated.

He also addressed issues related to stalled redevelopment projects, mentioning that some developers had neglected buildings they took over for redevelopment and had not paid rent to the residents. “Such developers will be removed, and if necessary, we will make changes to laws and regulations to ensure affordable and spacious housing for the people. These proposals will be discussed with Chief Minister Devendra Fadnavis and presented to the state cabinet,” he added.

The stalled redevelopment projects will be expedited through cluster redevelopment, similar to the initiative already implemented in Thane. This scheme will be carried out in collaboration with multiple agencies, including the Slum Rehabilitation Authority (SRA), MHADA, Maharashtra Industrial Development Corporation (MIDC), Mumbai Metropolitan Region Development Authority (MMRDA), City and Industrial Development Corporation (CIDCO), and Brihanmumbai Municipal Corporation (BMC).

Shinde also revealed a ₹500 crore development plan for Shri Siddhivinayak Temple, aimed at improving facilities for devotees.

“The government of Maharashtra is taking decisive steps to strengthen urban housing, accelerate redevelopment, and ensure affordable homes for all. A key aspect of this initiative is cluster redevelopment, especially in the Mumbai Metropolitan Region (MMR), Pune, and Thane, where aging buildings, fragmented land ownership, and inadequate infrastructure have made traditional redevelopment difficult,” Shinde stated.

Shinde stressed that the new policy will be essential in guiding Maharashtra’s long-term urban development plan while making sure that housing is available to everyone.

The minister pointed out that the central government has selected four states nationwide to establish growth hubs, with one located in the Mumbai Metropolitan Region. These hubs are expected to accommodate numerous industries, IT firms, and service-oriented businesses, leading to a substantial increase in job opportunities.

In light of this, MHADA aims to construct eight lakh homes to address the housing needs. Additionally, there will be plans for rental housing and hostels for working women, students, and senior citizens, all under a well-organized housing framework.

MHADA’s systematic redevelopment strategy will focus on enhancing infrastructure, which includes upgrading civic facilities, expanding roads, and promoting transit-oriented development, thereby improving the overall urban planning, he added.

It will also focus on ensuring financial viability for housing societies and developers, aided by improved Transfer of Development Rights (TDR), rationalization of premiums, and incentives to make these projects feasible.

The plan includes transparent, timely execution with a single-window clearance system to simplify approvals, along with a dedicated redevelopment cell within MHADA to manage implementation.

The Maharashtra government is actively pursuing various initiatives to provide affordable housing, and over the last 18 months, MHADA has allocated 30,000 homes through 13 lotteries.

Moreover, there are ongoing efforts to address stalled housing projects and speed up slum redevelopment to increase housing options. Cluster redevelopment initiatives are being prioritized in Mumbai and Thane, with similar projects being considered for Pune.

₹690 crore Mumbai City Draft Plan Confirmed:

The District Planning Committee (DPC) has given the green light to a draft plan for Mumbai city worth ₹690 crore. During a meeting, Shinde instructed officials to adopt a ‘Zero Prescription’ policy right away, which would ensure that government hospitals provide necessary medicines to patients rather than making them buy them from outside. He pointed out that patients at hospitals like KEM and JJ often do not have the time or means to purchase medications from pharmacies.

Furthermore, he called for an increase in the number of MRI machines, ventilators, and CT scanners available in municipal and government hospitals. He mentioned that due to the heavy patient load at KEM, more MRI machines should be acquired as soon as possible, and in the meantime, MRI services should be provided at Wadia and Khalsa hospitals.

Shinde also asked the BMC to maintain the roads properly and improve the aesthetics of all gardens in Mumbai by hiring a well-known agency.

Mumbai has 11 major government hospitals that serve a large number of patients from both the city and beyond, primarily assisting lower-income families with both common and serious health issues. To enhance and modernize hospital facilities, including medicines, equipment, and wards, the government has sanctioned a fund of ₹132.47 crore under the District Annual Plan (General) for the year 2025-26.
