The National Payments Corporation of India (NPCI) has introduced new guidelines for FASTag Know Your Customer (KYC) standards, which take effect on August 1, 2024. The new regulations aim to enhance the security and efficiency of the FASTag system, ensuring better compliance and reducing fraudulent activities. Here are the seven key points vehicle owners need to be aware of under the new FASTag KYC rules:

1. Re-KYC Process for Hotlisted Tags

The updated guidelines mandate the re-KYC process for FASTags that fall under the hotlisted category, especially for customers who do not have the necessary documents as per the new standards. This step ensures that all FASTags in use meet the current documentation requirements, thereby enhancing the system’s integrity.

2. Re-KYC Every Three Years

The re-KYC process must be completed every three years for all FASTag holders. However, if a FASTag is hotlisted and there are deficiencies in the documentation or KYC details, issuers must undertake the re-KYC process immediately. This frequent verification helps maintain up-to-date records and minimizes the risk of discrepancies.

3. Replacement of Older Tags

FASTags issued more than five years ago need to be replaced by the issuers on a best-effort basis. Issuers are tasked with identifying instances where manual entries have been made against their issued tags and ensuring that such cases are not due to faulty or damaged tags. In such instances, immediate replacement of the tags is required to maintain seamless toll operations.

4. Know Your Vehicle (KYV)

The new guidelines also introduce the Know Your Vehicle (KYV) process. Issuers must ensure that the Vehicle Registration Number (VRN) is updated within 90 days. If the VRN is not updated within this timeframe, the issuer will move the tag to the hotlist. If there is still no update 30 days after hotlisting, the issuer will close the tag due to non-compliance. This measure aims to ensure accurate vehicle data is associated with each FASTag.

5. Verification with VAHAN Database

All FASTags must be verified against the VAHAN database or by the issuer. Each issued tag should be associated with clear images of the vehicle (both front view with the tag affixed and side view showing the axle) and a clear image of the issued tag. This visual verification process helps to ensure that each tag is correctly linked to the respective vehicle.

6. Mobile Number Association

Every FASTag must be linked to a mobile number, and issuers are responsible for ensuring that appropriate KYC is associated with this mobile number. This linkage allows for better tracking and communication with the tag holder, facilitating easier management and updates.

7. Compliance Deadline

Vehicle owners have until October 31, 2024, to complete the necessary KYC updates under the new regulations. This deadline provides ample time for users to comply with the new standards and avoid any potential disruptions to their FASTag services.
