Pune, August 9, 2025 – The Bombay High Court has instructed the creation of an expert committee to examine the Pune Municipal Corporation’s (PMC) decision to ban pigeon feeding at 20 designated spots in the city. The court stated that this panel, consisting of qualified specialists, would be formed after considering recommendations from the petitioners, the state government, and the PMC. Its findings will be binding on both the civic body and the state.

The directive follows a petition filed by city-based NGO Shashwat Foundation, which challenged a March 2023 PMC order to dismantle pigeon shelters and fine individuals ₹500 for feeding pigeons in specified areas. The NGO argued the ban violated constitutional rights and existing legal precedents, and also lacked a clear legal basis.

Recognising the technical nature of the matter, the bench suggested involving organisations such as the Bombay Natural History Society and the Animal Welfare Board of India. The case will be heard next on August 13, 2025, when expert names will be finalised.
