Pune: FIRs To Be Filed Against Builders Violating Water Supply Affidavits: Divisional Commissioner
Pune, August 15, 2025: Divisional commissioner Chandrakant Pulkundwar has instructed local bodies and housing societies in Pune, Pimpri Chinchwad, and PMRDA areas to file FIRs against builders who fail to provide water as promised in their affidavits. He also ordered strict action against tanker operators supplying polluted or contaminated water.
The directives were issued during a meeting of the special committee formed to address urban water shortages, as per Bombay high court orders in April 2023.
Around 250 housing society representatives attended, submitting written complaints to their respective municipal bodies.
Pulkundwar stressed that builder affidavits should be made public to help residents take legal recourse and urged citizens to read agreements carefully before signing. He expressed dissatisfaction over the absence of the PMC and PCMC commissioners and PMRDA CEO, whose attendance is mandatory under court orders.
Advocate Satya Muley, representing housing societies, said the divisional commissioner has asked him to assist in filing FIRs and initiating criminal proceedings against errant builders. Muley also proposed that PMC, PCMC, and PMRDA hold separate monthly grievance meetings with housing societies.
During a meeting, Uday Sabade, representing Park Royal Society in Pimple Saudagar, voiced concerns over irregular water supply. He stated, *“On one hand, our society receives multiple ‘Best Practices’ awards. The Swachh Survekshan team from Delhi visits our premises, and videos of our composting and STP projects are showcased in PCMC’s Smart City initiatives — yet, we do not get adequate water supply. What is the use of such awards?”
PCMC additional municipal commissioner Pradeep Jambhale Patil stated that while orders for FIRs have been issued, document clauses require cross-checking. He added that developers often make conflicting statements in affidavits and buyer agreements, though he claimed most water issues in PCMC have been resolved.
