Pune Corporator Flags Alleged Construction Defects In PMRDA’s Double-Decker Flyover At University Chowk
Pune, March 10, 2026: Concerns have been raised about the construction quality of the newly inaugurated ramp of the double-decker flyover at Savitribai Phule Pune University Chowk. The project is being developed by the Pune Metropolitan Region Development Authority (PMRDA).
The issue was highlighted by Pune corporator Sunny Vinayak Nimhan, who questioned the structural quality of the Baner-side ramp after a photograph showing a possible defect in the structure circulated on social media.
The ramp was recently inaugurated by Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Minister Sunetra Pawar. The double-decker flyover is a major infrastructure project aimed at easing traffic congestion at one of Pune’s busiest intersections.
According to Nimhan, the structure appears to show construction flaws such as gaps or poorly finished joints, which could raise concerns about the long-term durability of the flyover. He said that as someone with a background in civil engineering, he believes the structure should undergo a detailed structural audit to ensure safety.
The flyover is expected to be named after former Maharashtra Deputy Chief Minister Ajit Pawar, who was often known for emphasising precision and quality in development projects.
Earlier, a flyover at the same junction had been demolished after it was found to have design and construction issues. The decision to dismantle the structure was taken by Devendra Fadnavis and Ajit Pawar at the time, despite facing criticism, as it was considered necessary for the long-term safety and development of the city.
The current double-decker flyover project was planned to address traffic congestion at the busy junction for the next 25–50 years. However, critics have questioned whether the project may have been inaugurated in haste despite potential structural issues.
Technical experts note that metro-style viaducts are usually built using prestressed segmental structures with post-tensioning cables that carry the primary load. While minor external imperfections may not immediately compromise the stability of the structure, poorly finished joints or visible gaps could affect durability if not properly addressed.
The concerns have also drawn comparisons to past infrastructure failures in Mumbai, with calls to ensure that similar incidents do not occur in Pune.
The project is part of broader infrastructure development efforts aimed at strengthening Pune’s road network and supporting its growth as a major economic and technology hub. The Maharashtra government has recently allocated substantial funds in the state budget for roads, flyovers and urban infrastructure.
Nimhan urged PMRDA to clarify the situation and conduct a thorough technical inspection of the structure. He said that ensuring the safety and quality of public infrastructure must remain a top priority, especially for projects expected to handle heavy daily traffic.
