Pune Civic Body Gets Green Signal For Development Plan Of 23 Merged Villages; PMRDA’s Controversial Draft Cancelled
Pune, June 22, 2026: Five years after 23 villages were merged into the Pune Municipal Corporation (PMC), the civic body has finally received approval to begin the process of preparing a comprehensive Development Plan (DP) for these areas. The PMC General Body on Monday approved a proposal to officially declare its intent to prepare the plan and appoint a Town Planning Officer for the exercise. The final development plan is expected to be completed within the next three years.
The 23 villages were incorporated into PMC limits in June 2021. However, the responsibility of preparing their development plan was initially assigned to the Pune Metropolitan Region Development Authority (PMRDA) instead of the civic body.

PMRDA Draft Plan Cancelled
PMRDA had begun work on the development plan, but the draft attracted widespread criticism. Several complaints were raised alleging that large tracts of agricultural land were proposed to be converted into residential zones and that reservations were introduced in a manner that could disproportionately benefit major developers.
Following these objections, the state government intervened, and Chief Minister Devendra Fadnavis directed that the PMRDA-prepared draft plan be scrapped.
Responsibility Handed Over to PMC
After the cancellation of PMRDA’s draft, the state government entrusted PMC with the responsibility of preparing a fresh development plan for the 23 villages.
The PMC administration proposed declaring its intent to prepare the DP and appointing City Engineer Aniruddha Pawaskar as the Town Planning Officer for the project. The proposal was earlier approved by the City Improvement Committee and received unanimous approval from corporators during the General Body meeting on Monday.
Faster Timeline Expected
While PMC is generally given two years to prepare a draft development plan, officials believe the process may be completed in a shorter period since substantial groundwork and surveys were already carried out during PMRDA’s earlier planning exercise.
Development Plan Process
The development plan will be prepared through the PMC Development Plan (DP) Cell and will involve:
- Survey of existing land use across the 23 villages.
- Planning future land use based on projected population growth over the next 20 years.
- Publication of the draft development plan for public objections and suggestions.
- Hearings by a government-appointed committee.
- Approval by the PMC General Body.
- Submission to the state government for final approval.
- Notification of the final development plan by the state government.
Officials expect the entire process to be completed within three years.

“Approval has been granted today to prepare a development plan for the planned and long-term growth of the 23 villages. This will help ensure balanced development across these areas,” said PMC Leader of the House Ganesh Bidkar.

The move is expected to pave the way for structured urban planning, improved infrastructure development, and balanced growth in the newly merged areas of Pune.
