Panaji – In a major crackdown, Goa’s Tourism Department has ordered the closure of 23 beach shacks for violating the state’s Shack Policy 2023-2026. Officials found that these shacks were illegally sublet to third parties, including non-Goans, violating the terms of their allotment.

110 Notices Issued, 23 Shacks Shut Down
Following inspections triggered by complaints, the department issued 110 show-cause notices, of which 54 cases have been resolved.
- 31 shacks were cleared of any violations.
- 23 shacks were found guilty of policy breaches and ordered to shut down.
- Among these, six were operated by non-Goans.
Violations Found in Inspections
The department uncovered multiple violations, including:
- Unauthorized subletting of shacks to individuals with no family connection to the original allottees.
- Illegal use of UPI and POS systems under third-party names.
- Unregistered deck beds without proper licensing.
- Lack of GST registration for business transactions.
Action Taken Against Violators
The tourism department has revoked licenses, forfeited security deposits, and ordered the dismantling of the shacks within 15 days. Officials emphasized that these measures are necessary to ensure fair business practices in Goa’s tourism sector.

Recent Violence at Beach Shacks Raises Concerns
This action comes after recent violent incidents at beach shacks:
- January 26, 2025 – A 37-year-old businessman was killed following an argument with a shack worker at Arambol Beach over seating arrangements. Investigations revealed the shack was illegally sublet.
- December 30, 2024 – A 28-year-old tourist from Andhra Pradesh was killed in Calangute after a dispute with shack workers over food orders.
Goa’s Shack Policy and Allotment Process
Beach shacks, made from natural materials like bamboo and palm leaves, are a major tourist attraction. The Goa Shack Policy 2023-2026 allows unemployed Goans to operate seasonal shacks between September 1 and May 31. For the next three seasons, 361 shacks (263 in North Goa, 98 in South Goa) were allotted through experience-based selection and a lottery system.
