In a significant move aimed at tackling unemployment and boosting tourism, the Maharashtra government has announced the revival of its ‘Rent a Bike’ scheme, nearly nine years after it was scrapped due to irregularities and operational issues.

A Fresh Start Under New Rules

Transport Minister Pratap Sarnaik confirmed that the scheme will return under a strict legal framework to ensure transparency and accountability. Originally introduced in 1997 and halted in 2016, the bike rental plan was discontinued following widespread illegal operations, customer complaints, and losses to the government exchequer.

Now, the updated version of the scheme will include mandatory licensing, regulated rental rates, and clear rules to prevent unauthorized services.

What’s New in the Revived Scheme?

  • A licence will be mandatory, with an annual fee of ₹1,000
  • Each operator must maintain at least five two-wheelers
  • The licence will only be valid within the designated city or district
  • Strict penalties will be imposed on illegal operators

Potential Pune Reboot & Bicycle Rental Hopes

The scheme had earlier faced stiff resistance in cities like Pune, where local auto-rickshaw unions opposed it, eventually leading to its closure. However, with a structured legal approach now in place, discussions are underway about reintroducing it in Pune.

Alongside, there is growing demand to also revive the bicycle rental system. Launched earlier across Pune, including Savitribai Phule Pune University, the cycle-sharing initiative saw early success with low fares. But due to poor upkeep and lack of promotion, it eventually fizzled out. Many abandoned cycles now lie unused. The state’s renewed interest in bike rentals has rekindled public hope for the return of this eco-friendly commuting option.

Focus on Tourism Development

Officials believe the revamped bike rental scheme will especially benefit tourist-heavy regions like the Konkan coast, where public transport remains limited. Tourists visiting remote forts and beaches often face high transportation costs, making two-wheeler rentals an attractive and cost-effective alternative.

“Tourism and employment will both receive a boost. Legalising rentals will bring transparency, improve safety, and offer tourists a reliable transport solution,” said a senior transport department official.

With fresh rules in place, the government hopes the scheme can flourish—this time without the missteps of the past.
