Mumbai, February 5 – The Maharashtra State Transport Commissioner’s office announced on Monday that applications for High-Security Registration Plates (HSRP) for old vehicles across the state have surpassed the 1-lakh mark.
According to transport department sources, more than 40,000 vehicles registered before April 2019 have already been fitted with the new plates, generating over ₹2 crore in revenue across three zones in Maharashtra.
HSRP Mandate & Compliance Deadline
The Maharashtra government has mandated HSRPs for all vehicles registered before April 2019, with a compliance deadline of March 31, 2025. This initiative aims to enhance vehicle security, streamline identification processes, and curb crimes such as vehicle theft.
To accelerate implementation, the transport department has reached out to government offices, including MSRTC, BEST, TMT, NMMT, and civic bodies, urging them to replace old number plates with HSRPs. “There are hundreds of buses still using old plates, and they should immediately switch to HSRP,” a senior transport official stated.

While some applicants have faced issues updating mobile phone records, many have found the online application process smooth. Citizens can apply for HSRP fitment through the official transport department website by selecting their respective RTO jurisdiction.
The three empanelled agencies will manage different zones across Maharashtra, with one overseeing 12 RTOs, another 16 RTOs, and the third 27 RTOs. Mumbai alone includes four RTOs—Tardeo, Wadala, Andheri, and Borivali.
Costs of HSRP Installation
The charges for installing HSRPs, inclusive of GST and the cost of the snap lock, are as follows:
- ₹531 for two-wheelers and tractors
- ₹590 for three-wheelers
- ₹879 for cars, buses, and trucks

Introduced in 2019 for new vehicles, HSRPs are tamper-proof and come equipped with a unique identification number, hologram, and registration details. These features improve vehicle tracking and security, reducing theft risks and aiding law enforcement.
How to Apply for HSRP Online in Maharashtra

- Enter your vehicle details, including:
- Registration number
- Chassis number

- Select a fitment location and book an appointment.
- Make payment online and download the receipt.
- Visit the fitment center at the scheduled time for HSRP installation.
Compliance Process & Deadlines
- Vehicle owners must book their HSRP installation appointments online through the official portal.
- Appointments can be scheduled and rescheduled up to three times for added convenience.
- Designated centers across Maharashtra will handle the installation process.
- The deadline for compliance is March 31, 2025.
Penalties for Non-Compliance
Failure to install HSRPs by the deadline may result in fines or other penalties. The Transport Department has urged vehicle owners to act promptly to avoid last-minute congestion at installation centers.
