PMRDA Unveils Long-Term Economic Roadmap for Pune Region Under NITI Aayog’s Growth Hub Initiative
The Pune Metropolitan Region Development Authority (PMRDA) has embarked on a landmark initiative to shape the future of Pune as a major economic hub through the ‘Pune Metropolitan Growth Hub’. This comprehensive plan will provide a strategic direction for the city’s growth, focusing on critical sectors such as information technology, education, tourism, manufacturing, green energy, and global capability centres (GCCs).
Supported by NITI Aayog, the initiative covers Pune, Pimpri-Chinchwad, and other areas under the PMRDA’s jurisdiction. The plan aims to set long-term economic, social, and sustainable development goals while identifying the industrial sectors that can accelerate the city’s economic progress.
The roadmap will assess Pune’s current economic and social landscape and forecast growth potential across key sectors. Information on market size, trends, and future projections for each sector will form a crucial part of the study. Following the model of the Mumbai Metropolitan Region plan, six to eight specialized development centres will be conceptualized, alongside major investment projects like Aerocity, industrial clusters, ring roads, and waste-to-energy facilities. A five-year financial impact assessment for the region is also planned.
To ensure a data-driven and comprehensive approach, PMRDA has invited tenders to appoint consultants who will carry out an in-depth economic and social evaluation. The survey will cover income levels, employment trends, investment patterns, productivity, population demographics, gender ratios, education, and healthcare facilities.
Pune Metropolitan Region Development Authority Commissioner, IAS Dr. Yogesh Mhase, commented, “This economic roadmap is a crucial milestone for Pune’s long-term growth. It will help in identifying and boosting industrial sectors that can significantly contribute to the region’s economy.”
The ‘Pune Growth Hub’ will provide a detailed profile of the region, analyzing GDP, employment, population, income, mobility, education, and healthcare, while also tracking sustainability indicators like air quality, renewable energy use, and waste management.
Key growth drivers identified will include manufacturing, GCCs, tourism, logistics, and green energy, with specific targets set for 2030, 2035, and 2047. The plan will be informed by market studies and stakeholder consultations, listing priority projects and necessary reforms to support growth across Pune, Pimpri-Chinchwad, and neighboring talukas. The final plan will outline an actionable roadmap, with timelines, monitoring points, and clearly defined responsibilities for PMRDA, state departments, and central agencies.
The Maharashtra government, in September 2025, appointed PMRDA as the implementing authority for the Pune Metropolitan Economic Master Plan, following the framework of Mumbai’s plan. The master plan proposes 18 integrated development centres focusing on sectors like IT, automobile manufacturing, agriculture, and education.
A senior official noted that three committees have been formed to oversee the preparation and implementation of the plan, as per the September 15 order issued by Charushila Chaudhary, Joint Secretary, Planning Department. A dedicated project implementation unit has also been set up to ensure efficient execution.
The initiative is part of a national effort by NITI Aayog, which is piloting the ‘Growth Hub’ model in other cities including Mumbai, Surat, Visakhapatnam, and Varanasi. Dr. Mhase concluded, “This roadmap will be instrumental in shaping Pune’s economic future. It is designed to promote sustainable growth and identify industrial sectors that will propel the city forward.”
