Pune Poised for Major Economic Boost as New Industrial Policy Unveils Defence Corridors, NABL Labs and GCC Hub
New state policy aims to boost defence manufacturing, innovation and high-value jobs in the city
Pune is set to witness a major economic and industrial push under Maharashtra’s newly announced industrial, investment and services policy, with the city earmarked for a Defence Corridor, NABL-accredited testing laboratories and a Global Capability Centre (GCC) hub. The initiatives are aimed at strengthening defence manufacturing, accelerating innovation and creating high-value employment opportunities.
Under the new policy, the state government has outlined plans to develop multiple defence corridors to promote aerospace and defence manufacturing. One of the key corridors will cover Pune, Ahilyanagar and Chhatrapati Sambhajinagar, leveraging the region’s strong industrial base and proximity to critical infrastructure such as airports and logistics networks. Additional corridors have been planned across Nagpur, Wardha, Amravati, Savner, Nashik and Dhule.
Officials said Pune’s inclusion in the defence corridor is driven by its long-standing manufacturing ecosystem and presence of several national and international defence and engineering firms. The corridor is expected to attract fresh investments, strengthen supply chains and position the region as a strategic hub for defence production.
As part of the same policy, Pune has also been selected for the establishment of a National Accreditation Board for Testing and Calibration Laboratories (NABL)-accredited testing and quality certification facility. These laboratories will cater to industries operating in major export clusters, enabling faster testing and certification of products.
The move is expected to significantly reduce turnaround time for quality checks for manufacturers based in and around Pune, improving competitiveness and export readiness. Officials said the labs will support sectors such as engineering, electronics, aerospace and advanced manufacturing.
Another major focus of the policy is the expansion of Global Capability Centres in the state. Pune, along with Mumbai, will be promoted as a dedicated GCC hub to attract multinational companies setting up global operations, research centres and back-office functions.
To encourage GCC growth, the state government will offer a range of incentives, including wage subsidies, tax concessions, capital investment benefits, research and development support and tax deductions. The aim is to make Maharashtra a leading international destination for GCCs, while creating skilled employment opportunities in cities like Pune.
In addition, the policy proposes the creation of an Innovation and Incubation Hub to strengthen the state’s startup and entrepreneurship ecosystem. The hub will be developed on around 100 acres of land in the Pune metropolitan region or Navi Mumbai. It will support startups, incubators, accelerators and R&D centres across emerging sectors such as artificial intelligence, blockchain, biotechnology, green energy and smart manufacturing.
According to the policy document, the innovation hub will include innovation laboratories, technology parks and collaborative workspaces designed to foster research, product development and industry-academia collaboration.
The announcements have been welcomed by industry stakeholders, who see the initiatives as a significant step towards positioning Pune as a future-ready industrial and technology centre. With defence manufacturing, testing infrastructure, global operations and innovation ecosystems coming together, the city is expected to play a key role in Maharashtra’s long-term economic growth strategy.
