The state government has directed the Pune Municipal Corporation to immediately transfer all documents related to construction in the villages of Fursungi and Uruli Devachi to the respective Municipal Councils. 

These villages were recently removed from the jurisdiction of the Municipal Corporation as decided by the Urban Development Department. This transfer order, issued by the Department, has raised questions about the fate of the town planning (TP) scheme in these areas.

The decision to remove Fursungi and Uruli Devachi from the municipal limits has left several pending construction project approvals stuck with the Municipal Corporation. As a result, Municipal Commissioner Dr. Rajendra Bhosale had written to the Urban Development Department requesting clear orders on construction-related matters for these villages. The department’s response has clarified that the responsibility now lies with the Municipal Councils, leaving no scope for municipal intervention.

Several construction permits for these villages were pending with the Corporation. With their removal from the municipal limits, the Corporation no longer holds authority as the planning authority for these villages. In response to this, Commissioner Bhosale had sought clarification from the state government, leading to the current orders.

The Municipal Corporation had planned to implement the TP scheme in these villages, covering an area of 371 hectares. However, just as the final draft of the scheme was nearing completion, the decision to exclude these villages from the Corporation’s jurisdiction has put the future of the TP scheme in jeopardy. The Corporation was expected to incur around ₹700 crore in expenses for this scheme. The removal of the villages has cast uncertainty over the future of the TP plans.
