Pune: The Maharashtra government has imposed a ₹10 lakh penalty on Pune’s Deenanath Mangeshkar Hospital following the death of 37-year-old Tanisha Bhise, who was allegedly denied admission due to an advance payment demand of ₹10 lakh. Bhise, wife of BJP MLA Amit Gorkhe’s personal secretary, died on March 31 shortly after delivering twins at another hospital.

The hospital’s refusal to admit Bhise reportedly stemmed from a steep deposit insisted upon by consulting gynecologist Dr. Sushrut Ghaisas, who has since resigned. The incident sparked public outrage and prompted the state to act swiftly, terming the case one of “gross criminal negligence.”

Out of the ₹10 lakh penalty, ₹5 lakh each will be secured in fixed deposits for Bhise’s twin daughters, to be accessed once they turn 18. The children’s medical expenses will be covered by the Chief Minister’s Relief Fund. In light of the tragedy, the government has urged systemic reforms through the CM Charity Cell to prevent similar incidents.

Investigations conducted by four separate panels—including the Joint Charity Commissioner’s Office, PMC’s Maternal and Child Death Panel, Sassoon Hospital’s review board, and a state health team—found that the hospital had violated multiple regulations. These included the Maharashtra Nursing Homes Registration Rules, Indian Medical Council standards, and the Mumbai Public Trusts Act, 1950.

Further reforms proposed by the government include barring charitable hospitals from demanding advance deposits from patients. Institutions under the Charity Commissioner must now allocate at least 10% of their funds for underprivileged patients and maintain transparency in fund usage. A shift to online operations has also been recommended to ensure accountability.

The state has directed the Pune Police Commissioner to initiate criminal negligence proceedings against those responsible, including Dr. Ghaisas, while the Pune Municipal Corporation has been empowered to take regulatory action under the Maharashtra Hospital and Nursing Home Registration Rules, 2021.
