Indian Railways Tightens Emergency Quota Booking Rules: New Guidelines Issued to Curb Misuse

If you and your family often travel by train, here’s something important you should know. Indian Railways has recently revised and tightened the rules surrounding ticket bookings under the Emergency Quota (EQ). These changes have been implemented to address concerns over misuse of the quota, especially by unauthorized individuals and travel agents.
According to the Ministry of Railways, a fresh directive has been sent out to all 17 railway zones across the country. The instructions make it clear that ticket booking requests under the Emergency Quota will no longer be accepted from travel agents under any circumstances. This move comes after several instances of EQ seats being wrongly secured through unauthorized means.

Key Changes in Emergency Quota Rules:
No Role for Travel Agents: Indian Railways has completely barred travel agents from submitting Emergency Quota requests. Any such requests from agents will be outrightly rejected.
Mandatory Gazetted Officer Signature: A written requisition for an EQ booking will now only be considered valid if it is signed by a Gazetted Officer. This official must provide their full name, designation, and contact information, along with the mobile number of at least one passenger.
Register to Record Every Request: Departments, officers, and federations requesting EQ seats are now required to maintain a dedicated register. This register must log all the details of each EQ application, including the date of travel, route, and the source of the request. Each request must be assigned a diary number, which must also be mentioned on the written application.
Accountability of Requesting Authority: The individual signing the EQ request will be held accountable for verifying and ensuring the authenticity of the passenger details mentioned.
Retention of Records: All requisition letters submitted for EQ bookings must be preserved for a minimum of three months from the date of travel.
Strict Monitoring of PRS System: The Ministry has also ordered regular inspections of the Passenger Reservation System (PRS) counters. These checks aim to detect and eliminate any potential collusion between ticket brokers and railway reservation staff.
Zero Tolerance for Misuse: Officials have been specifically cautioned against submitting inappropriate or unjustified requisitions. The new rules emphasize transparency and fairness in the allocation of emergency quota seats.
Although the Indian Railways had initially issued comprehensive guidelines back in 2011, these updated measures reinforce those rules, ensuring stricter compliance across all zones. The changes reflect the Ministry’s intent to streamline the EQ booking process and prevent any exploitation of this special quota, which is primarily meant for genuine emergency cases.
