Pune Institution Among 89 Named By UGC Over Anti-Ragging Norm Violation

The University Grants Commission (UGC) has issued show cause notices to 89 prominent higher education institutions across India, including several in Pune, for failing to comply with mandatory anti-ragging regulations ahead of the 2025–26 academic session.

Institutes such as IIT Bombay, IIM Bangalore, IGNOU, Aligarh Muslim University, and AIIMS Raebareli figure on the list of defaulters who have not submitted the required online undertakings under the UGC’s 2009 anti-ragging regulations. Spicer Adventist University, Aundh road, Pune is among the institution which has been flagged by UGC for not complying to the regulations.

In Pune, key institutions have also come under the UGC’s scanner for non-compliance, although their names have not been individually disclosed. The notice, dated June 9, 2025, highlights the lack of action by both students and administrators in ensuring the submission of anti-ragging declarations despite repeated reminders from the UGC Anti-Ragging Helpline and Monitoring Agency.

It has come to the attention of the UGC that the following institutions have failed to submit the mandatory anti-ragging undertakings by students and compliance undertakings by these institutions. The institutions are hereby directed to:

1. Submit the Anti-Ragging Compliance by the institution and get online undertakings from all students within 30 days from the date of this notice.

2. Provide a comprehensive report on measures adopted to prevent ragging within the campus.

Failure to comply within the stipulated timeframe may result in regulatory action, including but not limited to:

* Withdrawal of UGC Grants and Funding, impacting financial assistance and research projects 

* Public Disclosure of Non-Compliance, listing these institutions as non-compliant on the UGC website 

* Consideration for de-recognition or withdrawal of affiliation, subject to further review

The UGC has directed these institutions to ensure all students file their online anti-ragging undertakings immediately and submit the institutional compliance report within 30 days. They are also required to provide a detailed account of the steps taken to prevent ragging on campus.

The notice warns of severe consequences in case of continued non-compliance, including withdrawal of UGC grants, public naming on the official UGC website, and potential derecognition or loss of affiliation.

UGC Secretary Prof. Manish R. Joshi underscored the seriousness of the issue, stating that the safety and mental well-being of students cannot be compromised. The Commission has also informed the Ministry of Education and other regulatory bodies to consider further action.

The directive serves as a wake-up call to all institutions, including those in Pune, to strictly follow anti-ragging norms and uphold student welfare as a non-negotiable priority.
