Massive Electoral Roll Clean-Up: 18 Lakh Dead Voters And 26 Lakh Migrants Detected In Bihar
Pune, July 23, 2025: During the ongoing Special Intensive Revision (SIR) campaign in Bihar, startling findings have emerged as officials intensify efforts to ensure all eligible voters are included in the draft electoral rolls scheduled for release on August 1, 2025.
Key findings so far:
- 18 lakh dead voters detected in the rolls
- 26 lakh voters identified as permanently migrated to other constituencies
- 7 lakh voters found registered in two places
The Election Commission, with the help of nearly 1 lakh BLOs (Booth Level Officers), 4 lakh volunteers, and 1.5 lakh BLAs (Booth Level Agents) appointed by district presidents of 12 major political parties in Bihar, is verifying voters who have either not submitted their Enumeration Forms (EFs) or were not found at their registered addresses.
As per a detailed report shared in meetings by the CEO, DEO, ERO, and BLOs with party representatives:
- 21.36 lakh voters are yet to submit their forms.
- 52.30 lakh voters have been flagged as dead, permanently migrated, or registered at multiple locations.
Under the SIR order dated June 24, 2025, citizens will have time between August 1 and September 1, 2025, to submit claims or objections regarding inclusion, deletion, or correction in the draft rolls.
