Patna: In a bizarre incident that has raised serious questions about the security of government systems, a residence certificate has been found issued in the name of a dog in Bihar’s Patna district. The certificate, bearing the name “Dog Babu” and a canine’s photo, was issued from the Masaurhi Zone Office on the Bihar RTPS portal, complete with the digital signature of revenue officer Murari Chauhan.

The address listed on the certificate was Mohalla Kaulichak, Ward No. 15, Nagar Parishad Masaurhi. Residence certificates are official documents that confirm an individual’s place of residence and are often used for accessing government schemes or services.

The matter came to light during routine checks, and officials were shocked to discover that the documents submitted with the application actually belonged to a woman living in Delhi, including her Aadhaar card and her husband’s documents.

Masaurhi Circle Officer Prabhat Ranjan has launched an official investigation and confirmed that an FIR will be filed. “This is not a prank but a serious case of system tampering. It is clear someone misused the official dongle used for digital signatures. We will identify and take strict action against those responsible,” he said.

Officials are now questioning how the system, which requires digital authentication, could have been bypassed. The probe will focus on whether the revenue officer’s credentials were misused and how such an application made it through the verification process.
