State Issues 4,783 Transgender Identity Cards Under Inclusion Policy
Pune, September 24, 2025 – Since the rollout of the state’s transgender policy in March 2024, a total of 4,783 identity cards, 3,901 Aadhaar cards, and 1,240 Ayushman Bharat cards have been issued to transgender individuals, officials said on Monday.
Minister of State for Social Justice, Madhuri Misal, reviewed the implementation of the policy and briefed the media about the government’s progress.
“With the aim of effectively implementing the transgender policy, of the 5,686 applicants, 4,783 individuals have already received transgender identity cards,” Misal said. “The process of distributing Aadhaar and Ayushman Bharat cards to the remaining applicants will be completed soon.”
The minister stressed that the government is focusing on education, healthcare, and employment opportunities to integrate transgender persons into the mainstream. Committees will also be set up at both the department and district levels to ensure protection and welfare. Additionally, a district-wise survey campaign will be launched to identify and assist transgender citizens.
The Social Welfare Department has also planned free counselling, treatment, and gender-affirming surgeries through district-level medical boards. Discussions are underway to include transgender persons in the state housing policy, as well as create a separate category for them in educational institutions and government recruitment.
