Maharashtra Cabinet Approves Major Amendment To “Tukdebandi” Law: 49 Lakh Land Parcels To Be Regularized
Mumbai, October 8, 2025: In a significant move, the Maharashtra Cabinet, chaired by Chief Minister Devendra Fadnavis, has approved amendments to the “Tukdebandi” (land fragmentation) law, effectively removing its applicability for non-agricultural lands while regularizing existing irregular land divisions. This decision impacts nearly 49 lakh land parcels across the state.
The amendment covers lands within municipal corporations, municipal councils, and nagarpanchayat limits, as well as areas under the jurisdiction of Metropolitan Development Authorities and Special Planning Authorities established under the Maharashtra Regional and Town Planning Act, 1966. Lands designated for residential, commercial, industrial, or other non-agricultural uses will now be exempt from the “Tukdebandi” restrictions.
Previously, the Maharashtra Land Reforms Act, 1947, which prevents the fragmentation of agricultural land, posed hurdles for urban development projects. Many property owners faced legal and administrative difficulties due to irregular land divisions. The amendment will now allow the transfer or subdivision of such lands without any additional fees, bringing them under legal compliance.
This move aims to resolve long-standing disputes, update records, and facilitate smoother urban development. With this reform, citizens can legally utilize or sell these parcels, and pending cadastral and revenue record issues will be addressed. According to official data, while there are around 49.12 lakh substandard land parcels, only about 10,489 applications for regularization had been filed so far.
This decision, announced by Revenue Minister Chandrashekhar Bawankule, marks a major step toward streamlining urban land management and supporting planned development in Maharashtra.
