Pune, December 4, 2025: Pune District Collector Jitendra Dudi has directed officials to expedite all pending deemed conveyance cases of cooperative housing societies. He emphasised that once the deemed conveyance order and certificate are issued, the registration of the conveyance deed must be completed quickly and uniformly. 

To streamline this, 2–3 officers from the 27 sub-registrar offices in Pune will be designated as nodal officers. He also instructed the administration and the Pune District Cooperative Housing Federation to work together to resolve citizens’ difficulties.

A review meeting of the district-level coordination committee on deemed conveyance was held at the Collector’s office. Present were Sanjay Raut, District Deputy Registrar (Cooperative Societies), Pune City; Prakash Jagtap, District Deputy Registrar, Pune Rural; Pankaj Patil, Deputy Commissioner, PCMC; Mangesh Khamkar, Administrative Officer, Pune City; Anil Jagtap, Administrative Officer, Pune Rural; Suhas Patwardhan, President of the Maharashtra State Cooperative Housing Societies Federation; Adv. Vasant Karjatkar of Pune Housing Federation, and others.

Dudi said that under the Maharashtra Ownership Flats Act (MOFA) 1963, cooperative housing societies must complete the deemed conveyance process within four months of their registration. However, adequate progress is still not visible. He instructed that comprehensive action be taken to complete the pending conveyance cases. Developers must also come forward proactively to complete the deemed conveyance process, he added.

Raut informed that Pune city has a total of 22,955 registered cooperative housing societies. Out of 6,553 deemed conveyance proposals received, action has been completed on 6,224 cases. A total of 3,057 societies have received deemed conveyance directly from developers. In case of issues, citizens may contact the office of the District Deputy Registrar (Cooperative Societies) or the Pune District Cooperative Housing Federation, Raut said.

Patwardhan stated that the federation has been assisting the administration in resolving deemed conveyance matters. He suggested introducing a single-window system for registration and stamp duty procedures after continuous follow-up with the departments concerned.
