Pune’s latest civic budget has brought a measure of tax relief, but not in the form many residents were anticipating. Expectations for a complete waiver on small residential units have not been met, as the Pune Municipal Corporation (PMC) has instead introduced a targeted concession.

While a full exemption for properties up to 500 square feet had been promised during the recent civic elections, no such blanket relief has been included this time. In contrast to the policy followed by Mumbai’s municipal body, PMC has chosen to provide a 50% property tax discount only to properties owned by women.

The decision has triggered criticism from civic groups and activists, who say that the move does not align with earlier commitments. They argue that a universal waiver would have benefitted a much wider section of citizens, whereas the current provision applies to a limited group.

Addressing the concerns, standing committee chairman Shrinath Bhimale said that the rebate for women property owners is just the beginning, adding that more relief measures may be introduced in the coming days.

According to PMC data, the city has around 14.92 lakh properties under its jurisdiction. Of these, nearly 11.10 lakh property owners have already paid taxes, contributing ₹2,713.60 crore as of February 19, 2026. The civic body aims to reach a total revenue collection of ₹3,250 crore by March 31, 2026.

The budget also outlines steps to improve recovery and compliance. An “Abhay Yojana” will be launched to help recover penalty dues from unauthorised constructions, with provisions for waiving fines and interest. Lok Adalats will be conducted to settle pending disputes.

To boost awareness and streamline processes, PMC plans to organise monthly camps across 15 ward offices. These camps will focus on property registration, tax assessment, and clearing pending cases. The self-assessment system is also set to be reintroduced.

In addition, the administration will coordinate with the state government to gradually implement property tax assessments in newly merged areas, aiming to strengthen finances and support infrastructure development.

A major concern highlighted in the budget is the pending recovery of approximately ₹4,770 crore from mobile tower dues, which remains unresolved.
