New policy tightens refund window, increases penalties as departure time approaches
Railway passengers across India will now face stricter refund rules, with no refund available for last-minute ticket cancellations.
Under the revised policy, the closer a passenger cancels a confirmed ticket to the train’s departure time, the higher the deduction. The move aims to reduce last-minute cancellations and improve berth utilisation.
As per the new structure, cancelling a confirmed ticket between 24 and 72 hours before departure will result in a 25% deduction in fare. If the ticket is cancelled between 8 and 24 hours before departure, the deduction increases to 50%.
However, the biggest change comes for late cancellations. If a confirmed ticket is cancelled within 8 hours of the train’s departure, passengers will not receive any refund.
Earlier, the no-refund window applied to cancellations made within 4 hours of departure. The revised rules significantly extend this period, making last-minute plan changes more expensive for travellers.
Officials say the decision is aimed at streamlining operations and ensuring that vacant berths can be allocated to other passengers instead of going unused due to late cancellations.
At the same time, some flexibility has been introduced in boarding rules. Passengers can now change their boarding station up to 30 minutes before departure, offering some relief for those facing sudden travel adjustments.
The new rules are expected to impact frequent travellers the most, especially those whose plans often change at short notice. Business travellers and Tatkal users may feel the pinch due to reduced flexibility and higher potential losses.
Experts advise passengers to cancel tickets as soon as plans change to minimise deductions. Booking only confirmed travel plans and avoiding multiple speculative bookings may also help reduce financial loss under the revised system.
