Pune, April 22, 2026: The Maharashtra Higher Education Department has directed ILS Law College in Pune to return ₹1.04 lakh to a student, along with 6% annual interest, after finding that the amount was collected without proper approval and transparency.

The action follows instructions from the Bombay High Court in a petition filed by student Mayur Suhas Garud. The court had earlier asked the state government to examine the complaint and take a decision within a specified timeframe.

In compliance with the court’s order, the department set up an inquiry panel in March 2026 to investigate the allegations. The committee found that the college had charged the student additional “other fees” during the academic years 2020–21, 2021–22, and 2024–25 without obtaining mandatory approval from Savitribai Phule Pune University (SPPU), as required under the Maharashtra Public Universities Act, 2016.

According to the findings, a total of ₹1,04,863 was collected in a manner deemed unauthorised and lacking transparency. The panel recommended that the full amount be refunded with 6% interest calculated from the date of payment until repayment.

The committee also noted that if similar excess charges were levied on other students, those amounts should also be returned.

Based on the report, the Higher Education Department has formally instructed the college to refund the amount to the petitioner, apply the applicable interest, and extend the same relief to other affected students, if any. The institution has also been asked to submit a compliance report to the authorities without delay.

The directive was issued through an official communication from the Directorate of Higher Education and the state’s Higher and Technical Education Department.
