PMRDA Issues Notice to Prepare Draft Structure Plan for Pune Metropolitan Region Under 2025 Amendment Act

The Pune Metropolitan Region Development Authority (PMRDA) has officially announced its intention to prepare a Draft Structure Plan for the Pune Metropolitan Region, in accordance with Section 42(H) of the Maharashtra Regional and Town Planning (Amendment) Act, 2025.
The notice, issued by Metropolitan Commissioner and CEO Dr. Abhijeet Chaudhari, outlines the legal and administrative framework leading to this decision, tracing back to multiple government notifications and legislative provisions governing metropolitan planning in the region.

The Government of Maharashtra had earlier declared areas surrounding Pune as the Pune Metropolitan Area in 1999 under constitutional provisions and later expanded and redefined it as the Pune Metropolitan Region through notifications issued between 2015 and 2016. The PMRDA was subsequently established in 2016 as the regional development authority for planned urban growth.
Further developments included the designation of PMRDA as the Special Planning Authority for notified areas in 2018 to ensure systematic development. In 2024, the Maharashtra State Road Development Corporation was also appointed as a Special Planning Authority for specific regions covering 668 sq. km. for the development of the Outer Ring Road and associated growth centers.
Following the enactment of the Maharashtra Regional and Town Planning (Amendment) Act, 2025, the need for a comprehensive Structure Plan gained importance. Resolutions passed by the Pune Metropolitan Planning Committee in January 2026 and PMRDA in December 2025 authorized the preparation of this plan.
Subsequently, the Urban Development Department directed immediate action in February 2026 for drafting the Structure Plan as per the provisions of the amended Act. The state government also approved the declaration of intent on April 6, 2026, and appointed Smita Anandarao Kalkutki as the Town Planning Officer for the process.
The proposed Structure Plan will cover areas surrounding Pune and Pimpri-Chinchwad, including entire talukas such as Maval, Haveli, Mulshi, and Pune City, along with parts of Velhe, Purandar, Bhor, Daund, Shirur, and Khed. Certain areas, including municipal corporations, municipal councils, cantonment boards, and specific notified zones, have been excluded from the planning scope.
PMRDA has made the draft plan boundary available for public inspection at its office located in Akurdi, Pune, during working hours.
The authority stated that this initiative aims to ensure structured and sustainable development across the expanding metropolitan region.
